A fellowship opportunity is available in the Community Strategies Division in the Office of Disease Prevention and Health Promotion (ODPHP), and under the Office of the Assistant Secretary for Health (OASH), at the US Department of Health and Human Services (HHS).
OASH provides leadership to the nation on public health and science matters, and communicates on these subjects to the American people. OASH is a staff division in HHS that performs both policy and program roles and is led by the Assistant Secretary for Health (ASH), whose chief mission is promoting, protecting and improving the nation’s health.
The selected individual will assist with the Healthy People initiative. Established in 1979, Healthy People provides science-based objectives with targets for improving the health of the nation. The fellow will work on all aspects of Healthy People, including implementation of the current decade’s objectives (Healthy People 2020) and the development and launch of the next decade’s objectives (Healthy People 2030). Activities may include:
• Collaborating with the ODPHP Community Strategies Division to manage Healthy People 2020’s topic areas and Leading Health Indicators across the HHS and other federal agencies.
• Supporting activities to develop and launch Healthy People 2030, including producing regional meetings and conducting formative research (e.g., in-depth interviews, survey design, focus group facilitation).
• Planning, implementing, and evaluating promotional and outreach activities for Healthy People 2020 and the development of Healthy People 2030.
• Synthesizing, analyzing, and reporting of public comments on the Healthy People 2030 objectives.
• Reviewing, analyzing, and interpreting national disease prevention and health promotion data to support health policy recommendations.
• Assisting ODPHP Community Strategies Division in developing strategies for implementing the Healthy People 2020 objectives at the federal, state and local levels.
• Supporting activities to manage the Secretary’s Advisory Committee on National Health Promotion and Disease Prevention Objectives for 2030 (a federal advisory committee), the Healthy People Federal Interagency Workgroup, and Healthy People 2020’s topic area workgroups.
• Collaborating with the ODPHP Community Strategies Division to provide strategic vision in the management and ongoing enhancement of the Healthy People web site, including web content.
• Drafting and producing briefing materials for senior HHS leadership.
• Responding to inquiries and correspondence from the members of the public and stakeholders regarding Healthy People issues.
• Conducting issue-specific analyses and writing time-sensitive briefs at the request of senior HHS staff.
• Supporting Healthy People 2020 and Healthy People 2030 outreach and implementation efforts.
This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and HHS. The initial appointment is for one year, but may be renewed upon recommendation of HHS contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at HHS in the Rockville, Maryland, area. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits.
- A Master's degree in public health or a closely related field received within the last five years is required.
- Relevant public health academic or work experience is highly desirable.
- Preference will be given to candidates with experience in a public health environment and experience in improving health care quality.
