The successful candidate will help to establish and implement a new USDA Forest Service (USFS) Research and Development (R&D) Program: the Institutional Animal Care and Use Committee (IACUC). The successful candidate will contribute to the launch of this new program, interacting with national and regional R&D research leaders and handling operational tasks out of the Washington Office. The diverse range of tasks presents an opportunity for directly influencing the success of this program and improving USFS scientific efforts.
The USFS R&D IACUC is being established to oversee the care and use of animals in research, teaching, testing, and experimentation within the USFS R&D to ensure required compliance with the USDA Animal Welfare Act (AWA). The successful candidate will support and sustain the responsibilities and functions of the IACUC to maintain efficiency, efficacy, and timely responses to the USFS scientific community.
This IACUC is the principal advisory resource on humane care and use of animals within the USFS. The IACUC, composed of veterinarians and R&D research scientists from across the U.S., is responsible for the oversight of the welfare of animals used in research, testing, experimentation, and teaching activities conducted by USFS scientists and other affiliated scientists working on 193 million acres of Forest Service-managed lands. The IACUC reviews all relevant research proposals for studies proposed by USFS scientists and their collaborators for compliance with the AWA.
The successful candidate will develop and manage a database of research proposal reviews and approvals made by the IACUC, including tracking reviews and post approval monitoring to maintain regulatory compliance in animal welfare and to address any protocol violations; will help coordinate the activities of the Committee by arranging meetings, preparing meeting minutes, and assisting with webinars and teleconferences; will prepare annual reports on IACUC approvals and actions for national review by USDA; and will develop content for the IACUC web page and Share Point site. Training in the principles of animal welfare and corresponding regulatory policies will be provided to the successful candidate.
The successful candidate will be a key facilitator to support the ability of the IACUC to provide timely guidance to USFS scientists on meeting the legal requirements in the AWA and associated regulations, policies, and guidelines germane to fish and wildlife research, and ensure that USFS is in compliance with the AWA. This will advance and promote national and international USFS scientific activities.

Participant Benefits
Research opportunities are typically full-time for one year and may be extended for up to four additional years upon recommendation of the Forest Service and are contingent on the availability of funds. The stipend rates will be determined by Forest Service officials and are based on the participant’s academic and professional background. A stipend supplement may be provided to cover the cost of an individual or family health insurance plan. Funding may be made available to reimburse travel-related expenses to scientific and professional development activities.
Nature of the Appointment
Participants will not enter into an employee/employer relationship with ORISE, ORAU, USDA, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

Writing - ability to synthesize information on wildlife research techniques and animal welfare issues in official correspondences, official reports, review papers, and web content.
Communication - ability to communicate effectively and appropriately with Committee members, Institutional leaders, and scientists on matters relating to animal welfare and research activities.
Teamwork - ability to work in small groups; strong listening skills with ability to build on others' ideas; ability to communicate and coordinate effectively; meet deadlines.
Information management and computer literacy - ability to manage document files and databases with particular experience in Microsoft Office products (such as Word, Outlook, Excel, Access, Share Point), Adobe/PDF, electronic survey tools (Survey Monkey, Doodle Poll, etc.), and managing website content and processes.
B.A., B.S., M.A., or M.S. degree in animal sciences, animal behavior, laboratory animal medicine or science, environmental sciences, wildlife biology, wildlife ecology, or zoology.
