The Office of International Climate and Clean Energy within the Office of International Affairs (IA) serves as the focal point for international climate change and clean energy activities within the United States Department of Energy (DOE). The Office coordinates DOE participation in international forums that focus on these topics. It also develops and implements international climate change and clean energy initiatives consistent with Administration policy objectives and coordinates the related efforts of other DOE program offices. In doing so, the Office works cooperatively with other agencies and with other offices within DOE.
Because efforts to transform energy systems in developing economies must take place within the context of broader development strategies, the Office works closely with the State Department and other agencies to ensure a comprehensive approach. The Office also seeks to inform and leverage the activities of organizations involved in international climate and clean energy finance such as multilateral development banks and U.S. export credit organizations (Export-Import Bank and Overseas Private Investment Corporation).
Position Description
The Office of International Climate and Clean Energy within the Office of International Affairs (IA) seeks a talented and committed person to support efforts related to multilateral engagement through high-level forums such as the Group of 20, the Clean Energy Ministerial, and the International Partnership for Energy Efficiency Cooperation to promote policies and programs that advance clean energy technology, to share lessons learned and best practices, and to encourage the transition to a global clean energy economy. Key government partners of this work include Australia, Brazil, Canada, Chile, China, Denmark, the European Commission, Finland, France, Germany, India, Indonesia, Italy, Japan, Korea, Mexico, Norway, Russia, South Africa, Saudi Arabia, Spain, Sweden, the United Arab Emirates, the United Kingdom, and the United States. In particular, the Fellow will assist in the coordination and enhancement of clean energy activities focused on energy efficiency. One of the Fellow’s key responsibilities will be to help coordinate activities related to the Energy Management Working Group (EMWG), which works to transform the behavior of large-energy users in the commercial and industrial sectors by promoting practices that integrate strategic and sustainable management of energy into the daily fabric of the firm. These sectors are critical to energy and climate policy as collectively they account for up to 50% of the world’s energy use. EMWG collaboration enables member countries to enhance their domestic capacities to effectively accelerate quality adoption of practices such as ISO 50001—helping to meet national energy, economic, and sustainability goals. Specifically, the Fellow will work to support EMWG objectives of (1) Setting Policy – promoting energy management as a key strategy for the industrial and commercial buildings sectors; reinforcing policy and program design; (2) Providing Support –providing guidance and resources to support implementation of energy management programs in EMWG countries; and (3) Make the Business Case – help conduct research and analysis and communications to make governments and the private sector aware of the economic and business case for energy management. The Fellow will also support the Advanced Cooling Challenge, which is challenging governments and industry to develop and deploy at scale super-efficient, smart, climate-friendly, and affordable cooling technologies that are critical for prosperous and healthy societies. Specific activities will include helping to seek additional commitments from governments, industry, and other organizations, and coordinating efforts by participants to deliver on commitments. The Fellow will collaborate with technical experts both inside and outside of DOE, international counterparts, and contractors. Depending on the interests of the Office of International Climate and Clean Energy, the Fellow may also contribute to other international climate change and clean energy activities as necessary, based on office needs.
The Fellow will take part in the assigned program solely for the educational benefit it provides. The Fellow’s assigned project will not include activities that are reserved for federal employees nor will it require him/her to perform inherently governmental functions such as: provide expert advice; supervise, mentor, hire or fire anyone; have budget, program management, or signature authority; carry an official job title; or function in any way as a representative of the federal government.
Qualifications
The successful applicant will have experience with a broad set of clean energy and climate change policy topics and analyses, as well as the ability to steward complex, multi-stakeholder projects. Project management experience (i.e., leading and coordinating the efforts of an initiative to complete certain tasks in a designated period of time) is desired. Demonstrated analytical capabilities, written and oral communication skills and strong interpersonal skills are required. International experience, technical depth, and prior work in energy and/or climate change policy are preferred.
