A research opportunity is available at the U.S. Environmental Protection Agency’s (EPA) Office of Transportation and Air Quality (OTAQ). This appointment will be served with the Transportation and Climate Division (TCD) at the National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor, Michigan.
This project will research and explore ways to engage environmental, supply chain and transportation consultants as participants in the SmartWay program.
The research participant may be involved in the following team activities:

Investigating examples of EPA and other government programs that certify or otherwise train companies to support the members of voluntary partnerships or regulatory programs to aid them in meeting goals and requirements outlined in said programs and researching, legal, and liability issues that may affect EPA

Identifying gaps, needs or opportunities that EPA may consider while designing programs of this type

Researching and identifying options for the design and development of new programs that will include curricula, program design, eligibility requirements, and certification criteria
The participant will learn about freight transportation, corporate social responsibility issues and environmental challenges specific to the freight sector, the business models of environmental consultants, supply chain/transportation consultants, and fourth party logistics companies. The participant will gain an understanding of how these consultants help domestic and multinational companies redesign transportation networks to improve freight efficiency and reduce environmental impacts associated with freight transportation. The participant will learn EPA’s SmartWay’s public-private partnership with industry leading shippers (including Fortune 500 firms) and carriers, including the program’s performance benchmarking and carbon accounting methods. They will gain experience in developing presentations, persuasive communications and public speaking.
This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and EPA.
Applicants must be currently enrolled in a bachelor's or master's degree program at an accredited U.S. college or university or have received a bachelor's degree in environmental policy, environmental studies, or sustainability studies within five years of the desired starting date.
The appointment is 50 percent of full time for one year and may be renewed upon recommendation of EPA and contingent on the availability of funds. The participant will receive a monthly stipend. Funding may be made available to reimburse the participant’s travel expenses to present the results of his/her research at scientific conferences. No funding will be made available to cover travel costs for pre-appointment visits, relocation costs, tuition and fees, or participant’s health insurance. The participant must show proof of health and medical insurance. The participant does not become an EPA employee.
