The U.S. Department of Energy (DOE) Building Technologies Office (BTO), part of the Office of Energy Efficiency and Renewable Energy (EERE), is seeking a Participant in the Building Energy Codes Program. The ideal candidate will have a background in energy codes and/or building energy efficiency and may come from industrial, academic, governmental or non-governmental backgrounds. BTO is looking for smart and motivated professionals at any point in their careers who are interested in tackling some of the most pressing and exciting challenges of our time.
The Building Energy Codes Program (BECP) supports the development, adoption and implementation of national model building energy codes. Energy codes establish minimum efficiency levels which reduce the energy use of regulated buildings over their entire lifetime. Because codes impact all new buildings, additions and major remodels, they are acknowledged as a critical element in achieving state and national energy savings and emission reduction goals. BECP activities to date are estimated to have saved consumers over $50 billion and reduced carbon emissions by 300 mmt, and there is potential for even greater savings moving forward. BECP:
• Supports the development of new energy codes by participating in industry consensus processes and evaluating efficiency improvements
• Encourages the adoption of updated model energy codes among states and municipalities by engaging the market and interested stakeholders
• Provides technical assistance to support compliance with model energy codes and verify energy savings
• Conducts research and analysis to provide objective, empirical data which can inform decisions by state and local governments as well as private industry

The fellowship consists of a broad mix of technical, communications, project/contract management and stakeholder engagement functions. The emphasis can vary depending on the candidate’s knowledge and interests; however, the BECP group is very small, so flexibility, a pro-active attitude and the ability to work independently are crucial characteristics. The selected candidate will interact with other programs inside BTO, the DOE national labs, a wide variety of national stakeholders, and state & local governments. The candidate will be assigned responsibility for specific projects and will have ample opportunity to guide their direction over time.
This is not an entry-level position. The successful candidate will have significant demonstrated experience in relevant areas. We are seeking candidates who understand the importance of buildings and energy codes, and are enthusiastic about working in this field.
Assignments:
The participant will develop and implement activities which support model energy code development, engage stakeholders with an interest in code adoption and compliance, and develop resources which support successful code implementation. The duties and responsibilities of this position include:
• Stakeholder Engagement: Work with DOE staff and contractors to develop, coordinate and implement projects and with core public and private sector stakeholders necessary to successfully achieve program objectives.
• Project Management: Work with DOE staff, national labs, and project awardees to manage a variety of technical or market-based projects relating to building energy efficiency.
• Strategic Planning: Assist in strategic planning for programmatic activities, recommending and implementing strategies that advance the BTO and BECP mission, resulting in measurable energy savings.
• Technical Review. BECP works with a large pool of technical experts from the national labs. However, it is important that BECP staff have adequate knowledge to review technical documents and engage in discussions on a wide range of technical topics.
• Communication: Work with DOE staff to prepare and present written and oral briefings and reports to senior program staff, EERE and DOE leadership and external partners and industry stakeholders.
Applicants will be evaluated on the basis of their professional and academic record, expertise in their field and potential for making contributions to the program. The review process will include phone and/or in-person interviews with potential candidates.
This appointment is located in Washington, D.C.
Participant Benefits
The selected candidate will receive a stipend as support for living and other expenses during this appointment. Stipend rates are determined by DOE officials and are based on the candidate’s academic and professional background. The candidate may also be eligible to receive a health insurance allowance and reimbursement for travel expenses. This appointment is for one year and may be extended in increments of up to one year, contingent upon project needs and funding availability. The maximum length of time a participant can spend in the ORISE program is five years from his/her initial start date.
Nature of the Appointment
Participants will not enter into an employee/employer relationship with ORISE, ORAU, the DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

Technical and project management experience in one or both of the following areas is required:
• Energy codes: Participation in development processes, adoption processes or application/enforcement of energy codes.
• Buildings: Knowledge of energy efficient technologies and systems, particularly in commercial buildings, and building science. Includes understanding of the economics of energy efficiency, including payback, rate of return and net present value.
Other areas that will be viewed favorably include:
• Knowledge of federal contracting and administrative processes
• Experience with public stakeholder processes
• Experience with strategic planning
• Other energy efficiency experience including program design and implementation and regulatory proceedings
• Established professional networks in the building efficiency or energy codes field
Education and work backgrounds of interest include, but are not limited to, architecture, engineering, building science, construction/project management, sustainability, communications or policy/program design.
Successful candidates will:
• Be a U.S. citizen, have Permanent Resident (Green Card) status, or be eligible for an Exchange Visitor (J) Visa, if a foreign national
• Have a passion for energy efficiency technologies and solutions development and deployment
• Have interest in working in a multi-disciplinary, fast-paced environment, focused on energy technology research and development
• Have strong analytical and research skills and a demonstrated capacity for creative thinking
People who derive personal and professional satisfaction from working in energy codes understand that the field is foundational rather than cutting edge and generally progresses slowly but has very large long-term impacts.
