A research opportunity is available with HRSA's Maternal and Child Health Bureau.  This opportunity would be located in Rockville, MD.  HRSA is seeking candidates with a master’s or higher in behavioral or social science, public health, management information systems, computer science, public policy or a related discipline. The role will allow the participant to apply, develop and extend their descriptive statistics analysis and data visualization skills to active learning projects using real data. The participant will also have the opportunity to practice how they communicate analyses to internal and external audiences. In addition, the Division of Home Visiting and Early Childhood Systems (DHVECS) will provide a supportive environment for the fellow through regular one-on-one mentoring by the Data and Evaluation Team Lead. The fellow will be embedded within the Data and Evaluation team within DHVECS and will participate in regular Team, Branch, and Division meetings. The fellow will have regular and ongoing opportunities to work collaboratively with team members. Additionally, DHVECS supports ongoing professional development through attending and presenting at professional meetings, encouragement to write and publish journal articles, and other training opportunities. DHVECS staff have broad professional networks that may be useful for future opportunities for the fellow.

The opportunity includes, but is not limited to, the following:

Collaborate with the data team to apply skills in data visualization (Tableau, QlikView, D3), statistical analyses (SPSS, STATA, SAS), SQL querying, programming (Python, C, C++, or Java), web development (HTML5, CSS, JavaScript) and UI/UX designs to creative, applied learning projects using real data, including to:

o Leverage data software such as Stata and Tableau to generate publication-quality, distinctly styled graphs, and write scripts to produce graphs in a reproducible manner and export to PNG for the web or PDF for viewing.

o Manipulate data management features to combine and reshape datasets, manage variables, and work with byte, integer, long, float, double, and string variables. Manage specialized data such as time-series data, panel or longitudinal data, categorical data, multiplication imputation data, and survey data.

o Perform statistical analysis of large data sets to better understand trends, relationships between variables, and to formulate predictive insights.

o Develop and maintain new or existing advanced database components using ADO, JSO, SQL, for SQL Server Databases.

o Develop and maintain new or existing data integration and transformation solutions using SQL Server

Participant Benefits

Participants will receive a stipend to be determined by HRSA. Stipends are typically based on the participant’s academic standing, discipline, experience, and research facility location. Other benefits may include the following:

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, HRSA, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

While participants will not enter into an employment relationship with HRSA or any other agency, this opportunity will require a suitability investigation/background investigation. Any offer made is considered tentative pending favorable outcome of the investigation.
