HHS Office and Location: A research opportunity is currently available with the Division of Strategic Initiatives (DSI), Office of Planning, Analysis,
and Evaluation (OPAE) within the Health Resources and Services Administration (HRSA) at the U.S. Department of Health and Human Services (HHS) located in Rockville, Maryland.

Research Project: This project will support HHS and HRSA in the identification of specific health outcomes measures related to social determinants of health (SDOH) for use in HHS programs. 

Under the guidance of a mentor, the ORISE Fellow will be involved in the following activities:

• Conducting an environmental scan of measures used by HHS and other Federal and non-Federal Stakeholder partners. These performance measures should be health outcome measures with or without commensurate related health status targets and data sources. Measures may be in development or in use.
• Assisting OPAE and the Assistant Secretary for Planning and Evaluation (ASPE), in the identification of a list of potential invitees with expertise in social determinants of health, measure development, and program and policy evaluation to participate in a technical expert panel (TEP). The TEP will consist of 15-20 experts who will provide technical expertise on the measures identified in the Environmental Scan and the development and use of an HHS consensus core health outcome measure and target set.
• Assisting in developing background materials, slide presentations, and discussion guides for the TEP.
• Participating in drafting a report of findings from the environmental scan, TEP discussions, and final consensus health outcome performance measures and targets for programs and policies that address SDOH and social needs.
• Leading and/or participating in assimilating the non-consensus, written feedback on prioritizing a core set of existing measures and targets identified in the Environmental Scan against the criteria established by the TEP for use by HHS .
• Preparing briefing materials for OPAE and ASPE’s use in discussions among HHS leadership of the consensus set of measures and outcome targets. These may include slides, options memos, or other products as appropriate.

Learning Objectives: Through research and consultation with technical experts, the fellow will gain experience in performance measurement research and creation, decision making, how various SDOH impact individual and population health, and how health services research can be strategically applied in meaningful ways to the ongoing work of the federal government.

Anticipated Appointment Start Date: 2022. Start date is flexible and will depend on a variety of factors.

Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of HHS and is contingent on the availability of funds.

Level of Participation: The appointment is full-time.

Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and HHS. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

The qualified candidate should have received a master's or doctoral degree in one of the relevant fields (e.g. Population Health, Public Health, Public Policy, Decision-making, Demography, Databases and Information Retrievals, Web Search Analysis, Graphic Visualization, Medical
Anthropology, Political Science and Government, Science Policy/Science and Society, Social Sciences, Sociology), or be currently pursuing the degree with completion by the end of June 2022. Degree must have been received within the past five years.

Preferred Skills:

• Demonstrated proficiency in the development and application of quantitative research methods and performance and healthcare quality measurement tools.
• Demonstrated proficiency using Tableau and creating data visualizations and infographics.
• Demonstrated ability to provide health services research and data analytics expertise across a range of healthcare service delivery topics relating to access to care, vulnerable and underserved populations, and safety net programs, with a particular emphasis on health equity and reducing health disparities.
• Demonstrated ability to participate in a research team in leadership and/or support roles.
• Strong written and oral communication skills, including experience presenting to academic/research and policy audiences and writing up the results of research and/or evaluation studies in technical reports and/or research papers.
