HHS Office and Location: An ORISE fellowship opportunity is available with the Division of Research, Innovation, and Ventures (DRIVe) within the Biomedical Advanced Research and Development Authority (BARDA), Administration for Strategic Preparedness and Response (ASPR), at the U.S. Department of Health and Human Services (HHS). This mentored research training opportunity is located in the Washington, D.C. metropolitan area and may include in-person participation at BARDA offices in Washington, D.C. or Maryland.
The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of all Americans by providing effective health and human services and fostering advances in medicine, public health, and biomedical science.
The Administration for Strategic Preparedness and Response (ASPR) leads the nation’s medical and public health preparedness, response, and recovery efforts for public health emergencies and disasters. Within ASPR, the Biomedical Advanced Research and Development Authority (BARDA) supports the advanced research, development, and procurement of medical countermeasures needed to prepare for and respond to health security threats. The Division of Research, Innovation, and Ventures (DRIVe) within BARDA focuses on?enhancing preparedness for and response to dynamic or unpredictable threats by fostering resilient health security ecosystems and enabling the development and adoption of innovative medical countermeasures and related capabilities. Through a combination of innovative approaches in research and development as well as partnering, DRIVe aims to fill targeted gaps in the medical countermeasures (MCM) space. Specifically, the main?objectives?are to foster a robust MCM innovation pipeline, enable and derisk the development of promising medical countermeasures and other threat-agnostic innovations and position them for BARDA transition or commercial success and sustainability.

Project Description: The Division of Research, Innovation, and Ventures (DRIVe) within the Biomedical Advanced Research and Development Authority (BARDA) advances innovative approaches to strengthen preparedness for and response to dynamic and emerging public health threats. Through this educational research participation opportunity, you will engage in mentored learning experiences focused on early-stage medical countermeasure innovation, including vaccines, diagnostics, therapeutics, and other threat-agnostic technologies. Under the guidance of mentors, you will provide programmatic support across the innovation lifecycle?including?program planning, design, and execution. Responsibilities may include?conducting?landscape assessments,?market research activities and engagement calls with innovators and stakeholders; assisting with the development and implementation of funding opportunities, including solicitations, review, and award management; coordinating with internal and external partners throughout the review and award process; and helping to track program activities and milestones.?The fellow will also contribute to fostering partnerships to?identify?emerging technologies, strengthen collaboration, and advance?DRIVe’s?mission of accelerating innovative medical countermeasures for public health preparedness and response. This opportunity is designed to provide a research-focused training experience that expands your understanding of translational science, public-private collaboration, and innovation strategies that contribute to national health security preparedness.
As BARDA is an emergency response agency, fellows may also be required to participate on weekends and federal holidays when necessary to maximize training opportunities, gain exposure to emergency response activities, and support program objectives. Such participation will be based on operational and training needs and coordinated by the assigned Mentor.
Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience. You must maintain health insurance coverage throughout your appointment, you will be offered a health insurance stipend to help offset the cost of coverage.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and HHS. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.
