HHS Office and Location: A fellowship opportunity is currently available in the Behavioral Health Policy Division within the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services (HHS) in Washington, D.C.
The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services. The Office of the Assistant Secretary for Planning and Evaluation (ASPE) within HHS is currently seeking students for a Summer Intern Program. ASPE serves as the principal advisor to the Secretary of HHS on policy development and is responsible for major activities in the areas of policy coordination, legislative development, strategic planning, policy research, evaluation, and economic analysis. Selected students will gain experience in a fast-paced and inclusive team-based work environment, contribute to the production of research and policy papers, and be exposed to a wide range of behavioral health policy issues. The Behavioral Health Policy Division within the Office of Behavioral Health, Disability, and Aging Policy works on a wide array of topics including access to behavioral health services, behavioral health integration, tele-behavioral health, suicide and crisis services, equity issues, child/youth populations, and school-based services.

Research Project: The selected intern will be mentored by a team of health policy experts who focus on behavioral health policy issues. The selected intern will conduct policy research and participate in team projects that include qualitative and quantitative analyses of behavioral health policy issues. In addition to their ASPE mentors, the selected intern will have the opportunity to collaborate with a broad set of federal and non-federal partners and will be given the opportunity to develop skills in policy analysis, program evaluation, and research.
Learning Objectives: Additional learning opportunities may include:
- Developing and/or maintaining subject matter expertise related to a wide array of behavioral health topics.
- Supporting policy, research, and evaluation activities to help inform decisions about program improvement and policy making.
- Helping to draft internal and external correspondence, reports, presentations, and papers for use by staff, management, and/or senior ASPE leadership in briefing key stakeholders and HHS leadership.

Anticipated Appointment Start Date: June 15, 2023. Start date is flexible and will depend on a variety of factors.
Appointment Length: The appointment will initially be for twelve weeks in the summer, but may be renewed upon recommendation of HHS and is contingent on the availability of funds.
Level of Participation: The appointment is full-time.
Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.
Citizenship Requirements: This opportunity is available to U.S. citizens or Lawful Permanent Residents (LPR).
ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and HHS. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.
The successful applicant(s) will be required to comply with Environmental, Safety and Health (ES&H) requirements of the hosting facility, including but not limited to, COVID-19 requirements (e.g. facial covering, physical distancing, testing, vaccination).

The qualified candidate should be currently pursuing or have received a bachelor's, master's, or doctoral degree in one of the relevant fields. Degree must have been received within five years of the appointment start date.
