A research opportunity is currently available in the Office of Science and Data Policy within the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services (HHS) located in Washington, DC.

ASPE advises the HHS Secretary on policy development, leads special initiatives, coordinates the Department's evaluation, research and demonstration activities, and manages cross-Department planning activities such as strategic planning, legislative planning, and review of regulations. 

The selected fellow would be mentored by a team of policy, public health, and economic experts who focus on biomedical science and public health policies, including federal efforts to address infectious diseases and combat antimicrobial resistance (AMR) through evidence-based policymaking. The fellow would participate in quantitative analytic projects to develop, maintain, and disseminate awareness of ongoing trends in infectious diseases, including work with the federal interagency Task Force for Combating Antibiotic-Resistant Bacteria (CARB). In addition to direct mentorship by the ASPE team, the fellow would have the opportunity to work with a broad set of federal and non-federal stakeholders and would develop skills in policy analysis and research, strategic planning, and coordination for a large-scale public health initiative.  

Additional learning opportunities include:

  • Developing (if necessary) and maintaining subject matter expertise on issues relevant to biomedical science and public health policy in order to provide review and analysis of related topic areas for the annual HHS budget and legislative development process, as well as reviewing and analyzing relevant regulations, legislation, executive directives, reports, and other documents for policy implications and alignment with HHS priorities.
  • Supporting research and evaluation activities to inform decisions about program improvement, regulations, and/or policy making related to biomedical science and public health issues.
  • Drafting internal and external correspondence, reports, presentations, talking points, and other materials for use by staff, management, and/or senior ASPE leadership in briefing key stakeholders and other leadership, including the HHS Secretary.

Anticipated Appointment Start Date: as soon as a qualified candidate is identified

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and HHS. The initial appointment can be up to one year, but may be renewed upon recommendation of HHS contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at HHS in the Washington, DC, area. Given the COVID-19 pandemic and pending the status of federal telework at the time of appointment, the fellow may be onboarded and participate remotely for a period of time. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits.

Qualifications

The qualified candidate should be currently pursuing or have received a master's or doctoral degree in one of the relevant fields. Degree must have been received within five years of the appointment start date.

Preferred skills:

  • Experience designing, planning, conducting, and communicating the results of analytical projects within the biomedical or behavioral sciences or within public health or public policy
  • Knowledge of and experience with methodological and statistical techniques necessary to analyze and interpret relevant data
  • Experience in the area of infectious diseases or antimicrobial resistance
