A research opportunity is currently available in the Division of Science Policy, Office of Science and Data Policy within the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services (HHS) located in Washington, DC.
ASPE advises the HHS Secretary on policy development, leads special initiatives, coordinates the Department's evaluation, research and demonstration activities, and manages cross-Department planning activities such as strategic planning, legislative planning, and review of regulations. The Division of Science Policy is the ASPE lead on public health and biomedical science issues and initiatives, including programmatic and policy areas that involve complex or rapidly evolving science and technology. The Division is responsible for policy coordination; long-range planning; legislative development; economic, program, and regulatory analysis; and evaluation focused on the HHS science agencies – the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), National Institutes of Health (NIH), and Office of the Assistant Secretary for Preparedness and Response (ASPR).
The selected participant will have the opportunity to conduct policy-relevant research and analysis on topics within ASPE’s Division of Science Policy portfolio. The research participant will also have opportunities to prepare and deliver written and oral briefings on the results of such research and analysis. The participant will be mentored by the Director of the Division of Science Policy, with support from a team of policy, public health, and economic experts who maintain an active policy analysis and research portfolio related to such topics as incentives for medical product development; biomedical research policy; drug pricing, safety and availability; public health and medical emergency preparedness; response to the nation’s opioid epidemic; and similar topics. In addition to this direct mentorship, the participant will have the opportunity to engage with other federal and non-federal stakeholders as part of conducting research and analysis and will have the opportunity to develop skills in biomedical science and public health policy analysis, research, and coordination.

Anticipated Appointment Start Date: September 3, 2019
This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and HHS. The initial appointment can be up to one year, but may be renewed upon recommendation of HHS contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at HHS in the Washington, DC, area. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits.
The qualified candidate should be currently pursuing or have received a master's or doctoral degree in one of the relevant fields. Degree must have been received within five years of the appointment start date.
