HHS Office and Location: A research and evaluation opportunity is available with the U.S. Department of Health and Human Services (HHS) at the Agency for Healthcare Research and Quality (AHRQ), Center for Evidence and Practice Improvement (CEPI), located in Rockville, MD.
AHRQ’s mission is to produce evidence to make healthcare safer, higher quality, more accessible, equitable, and affordable, and to work within the U.S. Department of Health and Human Services and with other partners to make sure that the evidence is understood and used.
CEPI generates new knowledge, synthesizes evidence, translates science on what works in health and health care delivery, and catalyzes practice improvement across health care settings.
Research Project: CEPI is in search of a research fellow to support and analyze the effectiveness and impact of the Evidence-based Practice Center (EPC) program and other programs. Objectives for this fellowship are to evaluate the impact and efficiency of the EPC program or other programs within CEPI using quality improvement and program evaluation methods. This will be achieved by evaluating key processes to develop sustainable practical solutions.
Specific research activities may vary depending on the participant’s specific skill set and the current needs of the EPC program and other programs within CEPI.
Learning Objectives: Under the guidance of one or more mentors, the participant will have the opportunity to learn and train in the following areas:
- Understanding the scientific methods and administrative processes used to produce high quality systematic reviews
- Developing quality improvement and evaluation plans for EPC and CEPI programs and processes
- Performing literature searches
- Consulting stakeholders and conducting qualitative research
- Analyzing large datasets to assess evidence of practice change related to evidence reports
- Compiling and analyzing relevant qualitative and quantitative data
- Synthesizing and presenting findings, recommendations and implementation insights
- Collaborating with other Divisions in CEPI to increase CEPI’s overall impact

Anticipated Appointment Start Date: Start date is flexible and will depend on a variety of factors.
Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of AHRQ and is contingent on the availability of funds.
Level of Participation: The appointment is full-time.
Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience. There will also be a Health Insurance supplement and Training Allowance provided.
Citizenship Requirements: This opportunity is available to U.S. citizens only.
ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and AHRQ. Participants do not become employees of AHRQ, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

The qualified candidate should have received a master’s degree in one of the relevant fields (e.g. Biomedical Sciences). Degree must have been received within the last five years.
Preferred Skills:
- Familiarity with research and evaluation methods
- Understanding of quality improvement
- Experience with basic data analyses and statistical software (e.g., Stata, SAS)
- Citizenship: U.S. Citizen Only
