The EPA Environmental Research and Business Support Program has an immediate opening for an EPA Decision Analysis Application Support Associate with the Office of Research and Development at the EPA facility in Cincinnati, OH.

The Land Remediation and Pollution Control Division (LRPCD) is part of the National Risk Management Research Laboratory operating from Cincinnati, OH. The mentor and technical specialist for this contract is based in the Cincinnati, Ohio area, and the principal duty station for this contract will be located there. However, it is expected that there will be collaboration with researchers across ORD and EPA regions supporting structured decision-making and decision analysis research. NRMRL is involved with evaluating and implementing human health and environmental management solutions, including community sustainability decision-making, which forms the basis of this work.

The Land Remediation and Pollution Control Division (LRPCD) of the National Risk Management Research Laboratory seeking an individual, at least 18 years of age who has completed a Master’s degree in decision science, management science, operations research, reliability engineering, risk assessment, or a closely related field. The individual shall assist in structured decision-making research through the application of a developing EPA decision support tool, DASEES (Decision Analysis for a Sustainable Environment, Economy, and Society). 

Initial development of DASEES is completed and provides a functioning framework for structuring and analyzing multi-objective decision options for community sustainability. On-going and future work entails conducting decision analyses via DASEES to decision problems of interest to communities and EPA. The student shall assist the technical mentor 1) to conduct these analyses in support of EPA objectives, and 2) make recommendations for improvements to DASEES and tools supporting structured decision-making.

Responsibilities will include:

  • Coordinate case study activities related structured decision-making using DASEES, including problem structuring, option development, network model development and trade-off analysis.
  • Identify and develop new case study applications.
  • Assist in EPA tool evaluation process prior to public release of DASEES.
  • Inform ongoing development DASEES for sustainability decision-making, including recommendations for modeling and decision analytic methods.
  • Assist as needed with related analysis and preparation of associated case studies, reports and publications.
  • Participate in conferences and seminars.

Location: This job will be located at EPA’s facility in Cincinnati, OH.

Salary: Selected applicants will become temporary employees of ORAU and will receive an hourly wage of $27.53 for hours worked.

Travel: Occasional local and overnight travel may be required.

Expected Start Date: The position is full time and expected to begin April 2016. The initial project is through May 14, 2016, followed by up to two (2) 12-month optional periods.

Qualifications

Eligible applicants must:

  • Be at least 18 years of age and
  • Have earned a Master’s degree in decision science, management science, operations research, reliability engineering, risk assessment, or a closely related field from an accredited university or college within the last 24 months and
  • Be a citizen of the United States of America or a Legal Permanent Resident.

EPA ORD employees, their spouses, and children are not eligible to participate in this program.

Required Knowledge, Skills, Work Experience, and Education

The applicant shall:

  • Have 15 or more semester hours in undergraduate or graduate level decision science or related courses.
  • Have demonstrated training and proficiency in decision analytic approaches, multi-attribute decision methods, and quantitative analysis with influence diagrams and bayesian networks.
  • Have demonstrated leadership skills and have experience working in teams.
  • Possess strong written, oral and electronic communication skills.
  • Have stakeholder elicitation skills and proficiency in the statistical programming language R are preferred.
