Description

The EPA Environmental Research and Business Support Program has an immediate opening for a Computer Programmer with the Office of Research and Development at the EPA facility in Corvallis, Oregon.

The Office of Research and Development (ORD) at the EPA has a requirement for programming for two user-friendly decision support systems. The work described here is designed to provide ORD with that support.

The Sustainable and Healthy Communities Research Program (SHC) is a program within ORD seeking to help communities seeking sustainable solutions.  As part of this program we are working to create tools to help communities make decisions in ways that will help them be more sustainable.  One of the tools that we are currently working on is a tool to help communities understand the local values for ecosystem services and the health of those ecosystems, which will initially be a spreadsheet model, but will eventually be a web tool.  We are calling this tool the FEGS Report Card.  Another tool is a tool to help communities find tools that will help them make sustainability decisions, which will consist of a database of tool references, a set of web services interfaces to the database, and multiple web interfaces to the database.  We are calling this tool the SHC Tools Inventory.  We are seeking an individual, at least 18 years of age with software programming skills, to assist in the creation of these tools.

Candidate shall assist in designing, building, testing and maintaining a new database inventory of community sustainability tools. In addition, the candidate may be asked to assist in other tool building efforts as well.

Responsibilities will include: 

  • Working with other contractors designing and implementing initial tool prototypes.
  • Working with EPA staff to design, implement and test multiple tool interfaces.
  • Working with possible users of tools to create use cases and design requirements.
  • Working with researchers to become familiar with decision making and natural resource management.
  • Writing documentation for the tools.
  • Implementing new tool features and bug fixes.

Location: This job will be located at EPA’s facility in Corvallis, Oregon.

Salary: Selected applicants will become temporary employees of ORAU and will receive an hourly wage of $19.74 for hours worked.

Travel: Some travel may be expected.

Expected Start Date: The position is full time and expected to begin October 2015. The initial project is through May 14, 2016, followed by up to four (4) 12-month optional periods.

Qualifications

Eligible applicants must:

  • Be at least 18 years of age and
  • Have earned a bachelor’s degree in computer science or a degree in another scientific discipline with demonstrated software development skills.
  • Be a citizen of the United States of America or a Legal Permanent Resident.

EPA ORD employees, their spouses, and children are not eligible to participate in this program.

Required Knowledge, Skills, Work Experience, and Education

Successful candidates will have:

  • Strong software development skills, and
  • Strong written, oral and electronic communication skills.

 

Desired Knowledge, Skills, Work Experience, and Education

It is desirable for candidates to also have:

  • Experience in developing Database applications,
  • Experience with user interface design,
  • Experience in developing interactive web applications,
  • Experience in developing Microsoft Excel applications, and
  • Experience in developing .NET applications.
