Background:

The EPA Environmental Research and Business Support Program has an immediate opening for a Computer Programmer with the Office of Research and Development at the EPA facility in Corvallis, Oregon.

The Office of Research and Development (ORD) at the EPA has a requirement for programming for a user-friendly decision support system. The work described here is designed to provide ORD with that support.

The Sustainable and Healthy Communities Research Program (SHC) is a program within ORD seeking to help communities seeking sustainable solutions.  As part of this program we are working to create tools to help communities make decisions in ways that will help them be more sustainable.  One of the tools that we are currently working on is a tool to help communities understand the local preferences for ecosystem services and the supply of those ecosystem services.  We are seeking an individual, at least 18 years of age with software programming skills, to assist in the creation of this tool.

Responsibilities will include: 

  • Working with other contractors designing and implementing initial tool prototype.
  • Working with planning tool developers to become familiar with planning tools and plug in architectures.
  • Working with researchers to become familiar with decision making and natural resource management.
  • Working with possible users of tool to create use cases and design requirements.
  • Writing documentation for the decision support tool.
  • Implementing new tool features and bug fixes.

Location: This job will be located at EPA’s facility in Corvallis, Oregon.

Salary: Selected applicants will become temporary employees of ORAU and will receive an hourly wage of $19.45 for hours worked.

Travel: Some overnight travel may be expected.

Expected Start Date: The position is part-time (averaging 10-20 hours per week) and expected to begin July 2015. The initial project is through May 14, 2016, followed by one 12-month option to extend.

Qualifications

Eligible applicants must:

  • Be at least 18 years of age and
  • Have earned a bachelor’s degree in computer science or related discipline,
  • Be a citizen of the United States of America or a Legal Permanent Resident.

EPA ORD employees, their spouses, and children are not eligible to participate in this program.

Required Knowledge, Skills, Work Experience, and Education

Successful candidates will have:

  • Strong software development skills, and
  • Strong written, oral and electronic communication skills.

Desired Knowledge, Skills, Work Experience, and Education

It is desirable for candidates to also have:

  • Experience in developing Microsoft Excel applications,
  • Experience in developing graphical user interfaces,
  • Experience in developing interactive web applications, and
  • Experience in developing .NET applications.
