A part-time faculty fellow research training opportunity is currently available with the U.S. Environmental Protection Agency's (EPA) Office of Resource Conservation and Recovery (ORCR). ORCR works with state and regional partners to implement the Resource Conservation and Recovery Act (RCRA). ORCR’s mission is to protect human health and the environment by ensuring responsible national management of hazardous and nonhazardous waste. Our goals are to conserve resources by reducing waste; prevent future waste disposal problems through regulations; and clean up areas where waste may have spilled, leaked, or been improperly disposed.

The selected participant will conduct research on the environmental and public health benefits associated with RCRA implementation. The selected participant will work with EPA staff on one or more areas related to quantification of RCRA benefits. Analyses conducted by the participant may include estimation of reduced environmental exposures and their associated economic and health benefits/impacts, property value changes associated with waste management practices implemented under RCRA, and environmental economic impacts associated with waste management practices.

During the appointment, the selected participant may:

• Develop novel analyses of the cascading economic and environmental effects associated with implementing one or more of the programs under RCRA
• Conduct economic analyses related to revealed preferences, stated preference valuation, valuing ecosystem services, morbidity and mortality, and benefits transfer
• Use geographic information system (GIS) tools and data to provide spatially-explicit analyses
• Document research through public presentations and technical manuscripts prepared for peer-reviewed journal publication

As part of this research, the participant will have the opportunity to become familiar with economic analysis, risk assessment, and EPA policies. The participant will develop a strong understanding of RCRA, RCRA programs and policies, and their implementation by EPA. 

This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and EPA.  The initial appointment is for either part-time (13 hours per week) for one year or full-time for four months, but may be renewed upon recommendation of EPA and is contingent on the availability of funds.  The participant will receive a monthly stipend commensurate with educational level and experience.  Proof of health insurance is required for participation in this program.  The appointment is may be part-time for a full year or full-time for four months in the Arlington, Virginia area or may be hosted at the faculty's home university as approved by EPA.  Participants do not become employees of EPA, DOE or the program administrator, and there are no employment-related benefits.

Applicants must have received a doctoral degree from an accredited university related to economics, environmental policy or a similar field.  Related postdoctoral experience is desirable.

Desirable skills include demonstrated proficiency and understanding of economic analyses, benefit-cost analysis, regulatory impact analyses, environmental impact assessment, human health and environmental risk assessment, environmental laws and policies, valuation of environmental health impacts, and valuation of natural resources.
