Description

A Post Graduate Opportunity in Energy Efficiency Policy is available with the U.S. Department of Energy's (DOE) Weatherization and Intergovernmental Programs Office (WIP) in Washington, DC.  The participant will learn to identify and research policies and best practices in state and local governments, utilities, and public utility commissions that can be shared with and adopted by grantees and stakeholders of the WIP's energy efficiency and renewable energy initiatives.  A substantial component of this role is prioritizing and accelerating the adoption of policies and practices that transform markets targeted by the WIP's programs.  Market transformation encompasses the wide variety of activities that encourage the mass acceptance and adoption of the technologies that are the outcome of DOE research and development activities related to energy efficiency and renewable energy.  

The participant will learn to:

  • Document and research state, local government, utility, and public utility commission policies and best practices to enhance WIP’s market transformation goals.
  • Coordinate with marketing and communications staff to communicate the policies and best practices to grantees, policymakers and stakeholders, who are positioned to take action on them or support their adoption.
  • Research and compile analytical and informational materials, prepare briefings and presentations, and facilitate key stakeholder interactions. 
  • Provide input to the mentor in regards to milestones and grant funding requirements.
  • Prepare responses to Congressional, executive, and intradepartmental requests for information about the program.  
  • Assess the cost effectiveness of energy policies and market transformation activities to determine feasibility.
  • Coordinate with other DOE offices, other Federal agencies, state and local governments, and public and private interest groups that are also conducting work on best practices or policies related to the program.

As a result of participation on this program, the Fellow is expected to:

  • Gain deep insight into the Federal government's role in the creation and implementation of policies that affect energy technology development.
  • Contribute to the implementation of energy policies by applying their scientific and technical skills to the development of solutions for problems in areas of energy efficiency and renewable energy.
  • Continue his/her education and involvement in areas that support the EERE mission either in a technical or policy-related role.
  • Introduce policy-related knowledge and interest into research facilities supporting the EERE mission.

Participant Benefits

The selected candidate will receive a stipend as support for their living and other expenses during this appointment.  Stipend rates are determined by DOE officials, and are based on the candidate’s academic and professional background.  The participant must show proof of health and medical insurance.  The selected candidate will be eligible to receive a health insurance allowance and reimbursement for travel expenses.  The appointments is for one year and may be extended in increments of up to one year, contingent upon project needs and funding availability.

Nature of the Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, the DOE, or any other office or agency.  Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

Qualifications

Desired candidates will have:

  • Completed a BA, BS, or MBA in Policy or Environmental Policy
  • Experience with Microsoft Office
