The DOE Scholars Program at the U.S Department of Energy Office of Policy provides paid opportunities for undergraduate and graduate students, and recent graduates to:
- Be part of world-class research, analysis, data analytics, and artificial intelligence opportunities within Office of Policy (OP).
- Enhance their preparedness for scientific, technological, research and policy-related careers.
- Establish connections with Department of Energy (DOE)/OP experts and subject matter experts that promote long-term relationships between participants, researchers, and other professionals in their field.
- Engage with OP personnel on policy analysis projects and assignments in one of the following focus areas: Power Sector; Critical Minerals; Energy Jobs and Permitting.
Stipends
The DOE Scholars Program provides stipends starting at $750 per week for undergraduate students and $950 per week for graduate students and recent graduates for full time participation. Part-time appointments may be possible.
Travel
Travel reimbursement of inbound and outbound costs up to $1,000 for participants who live more than fifty miles, one-way, from the assigned hosting site.
Length of Appointment
Appointments may vary in length depending on the project assignment.
Location
Opportunities may be available at DOE Headquarters in Washington DC, DOE Field Offices, and other participating DOE sites across the nation. Appointments may be served on site or virtually depending on project assignment.

- Transcripts/Academic Records - Unofficial transcripts or copies of the student academic records printed by the applicant or by academic advisors from internal institutional systems may be submitted. Transcripts/Academic Records must include name of the academic institution, name of the student, completed/in progress coursework and grades. Documents must have all social security numbers, student identification numbers, and/or dates of birth removed (blanked out, blackened out, made illegible, etc.) prior to uploading into the application system.
- Academic/Professional Recommendation - You are encouraged to request a recommendation from a professional who can speak to your abilities and potential for success as well as your scientific capabilities and personal characteristics. Recommenders will be asked to complete a recommendation in Zintellect. Recommendations are due 9/29/2025 8:00:00 AM Eastern Time Zone.
All documents must be submitted via Zintellect. All application components must be received in the system in order to be considered.
Nature of Appointment
The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

This opportunity is open to undergraduate and graduate students, and recent graduates who meet the following qualifications:
- Be a U.S. Citizen at the time of application.
- Be 18 years of age or older at the time of application.
- Must be pursuing a degree or have a degree in a science, technology, engineering or mathematics (STEM) discipline, or a field that supports the OP mission to DOE for an affordable, reliable, secure energy economy.
- Citizenship: U.S. Citizen Only
- Degree: Associate's Degree, Bachelor's Degree, Master's Degree, or Doctoral Degree received within the last 60 months or currently pursuing.

- Age: Must be 18 years of age
- Veteran Status: Veterans Preference, degree received within the last 120 month(s).
