The U.S. Department of Energy (DOE) Science, Technology and Policy (STP) Program serves as a next step in the educational and professional development of scientists and engineers by providing opportunities to participate in policy-related projects at DOE's Office of Policy (OP) in Washington, D.C. Participants will become part of a group of highly-trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future.
About the Office of Policy
The OP supports the Secretary, Deputy Secretary, and the Undersecretaries on domestic energy and climate policy issues, and related integration of energy systems. The OP serves as a focal point for policy coordination within the Department on the analysis, formulation, development, and advancement of energy policy and related programmatic options and initiatives that could facilitate the transition to a zero-carbon, equitable, and secure energy economy. They provide analysis to directly inform real-world policymaking by the Department of Energy, the White House, and Capitol Hill. That work spans everything from identifying new concepts to providing technical assistance on draft policy. They rely heavily on data and modeling, both their own and work by a variety of stakeholders. Their work spans technology analysis, infrastructure deployment, clean energy jobs, and state, local, tribal, and territorial activities. They provide expertise in electricity systems, buildings and industry, mobility, and all parts of the transition to a clean energy economy for all.
Appointment Expectations
As an ORISE participant, you will conduct research analysis in support of the OP and will assist current OP staff with policy analysis projects and assignments in one or more of the following focus areas:
Assignments will include economic, technical, and policy analyses for issues related to energy markets, including modeling assessments. You will learn by assisting with technical and economic analyses, report writing, presentation materials, spreadsheet analyses, briefing papers, background reports, and other written and oral presentation materials. You will also assist with the preparation of databases, information retrieval, and web searches.
Participant Benefits
Participants will receive a stipend to be determined by OP. Stipends are typically based on the participant's academic standing, discipline, experience, and research facility location. OP may authorize a supplemental stipend to offset the costs of health insurance. Participants are eligible to purchase health insurance plans offered through ORISE. Participants may receive an allowance for education and/or scientific activities as approved by OP.

Anticipated start date
OP is ready to make appointments immediately. Exact start dates will be determined at the time of selection and in coordination with the selected candidates. Applications are reviewed on an ongoing basis and appointments will be offered as qualified candidates are identified.
Appointment Length
The appointment will initially be for one year, but may be renewed upon recommendation of OP and is contingent on the availability of funds.
Level of Participation
The appointment is full-time based on 40-hours a week.
Nature of the Appointment
Participants will not enter into an employee/employer relationship with ORISE, ORAU, the DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.
The candidate must have received a Bachelors degree in engineering, economics, natural sciences, or public policy discipline, and an Master's or Doctoral degree in an energy-related application of one of those disciplines by the anticipated start date within the last 5 years. Applicants currently pursuing an advanced degree must provide proof of completion of all degree requirements before the appointment start date. If more than 5 years since receipt of degree, applicant must have an academic background and experience in a relevant field, and must be seeking to gain new knowledge/experience in order to expand career opportunities or advance professionally.
