The U.S. Department of Energy (DOE) Science, Technology and Policy (STP) Program is designed to provide opportunities to participate in programs, projects, and activities within the Loan Programs Office (LPO). The STP Program provides an opportunity for highly talented engineers; sustainability, legal, finance professionals, entrepreneurs; and physical, natural, and social scientists to participate in projects at DOE's Loan Programs Office (LPO) in Washington, DC. The LPO seeks to develop future leaders in advanced energy technology and energy project finance. Participants selected for this opportunity will be involved in projects in the Technical and Project Management Division (TMPD) within LPO.
The Department of Energy LPO finances large-scale, all-of-the-above energy infrastructure projects in the United States. The office administers three distinct loan programs, the Advanced Technology Vehicles Manufacturing Direct Loan Program, the Title 17 Innovative Energy Loan Guarantee Program, and the Tribal Energy Loan Guarantee Program, with more than $40 billions in loan and loan guarantee authority currently available. To date, LPO has issued more than $35 billions of loans and loan guarantees for more than 30 projects and has a proven track record including transforming existing energy infrastructure, reviving nuclear construction, accelerating growth of utility-scale solar and wind, expanding domestic manufacturing of electric vehicles, and improving the lives of all Americans by catalyzing energy technology and creating jobs. LPO is interested in candidates with backgrounds including but not limited to engineering, sustainability, finance/accounting, risk analysis, environmental compliance, law, entrepreneurship, physical, natural sciences, and social science. Direct background in energy is not required, but strong candidates will have skill sets that can directly transfer to the work done within TPMD. Fellows are selected for their strong technical and/or analytical backgrounds according to their education level and work experience. Fellows are expected to use their skills and backgrounds to offer new perspectives and unconventional approaches to challenges within LPO.
Initial candidates on this opportunity posting are being sought for the LPO Technical and Project Management Division (TPMD). However, other opportunities within other LPO divisions may become available at a later date. LPO applications are reviewed with rolling application deadlines of January 31th and June 30th. TPMD works to evaluate, oversee, and manage new and innovative energy projects and technologies to meet the evolving energy needs of the United States, serving as the engineering arm of LPO. To accomplish this goal, Federal Project Engineers (FPEs) use their own technical background and knowledge, as well as sourcing contractors and independent engineer expertise to evaluate a project/technologies’ technical eligibility/viability, see the project through construction, and finally monitoring the project for required metrics until the loan terms are met. TPMD works closely with other division within LPO.

Fellows will be provided with the opportunity to participate in TPMD projects and be mentored by experienced TPMD staff. TPMD also supports fellows in pursuing further professional development opportunities, such as trainings, workshops, and conferences. What are the benefits?
Participants will receive a stipend to be determined by LPO. Stipends are typically based on the participant’s academic standing, discipline, experience, and research facility location. LPO may authorize a stipend increase to offset the costs of health insurance. Participants are eligible to purchase health insurance plans offered through ORISE. A relocation allowance may be provided for participants relocating to the Washington, D.C. Participants may receive reimbursement for training and/or travel as approved by LPO.
Due to COVID-19 restrictions, remote starts to appointments may be approved.
Nature of Appointment
The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment.

Applicants must be a U.S. citizen or Lawful Permanent Resident (LPR).
Preferred candidates will have a strong academic performance, analytical, research and communication (oral and written) skills, demonstrated capacity for creative thinking, expertise in an energy technology-related field, and interest in being part of a multi-disciplinary, fast-paced environment. Experience and knowledge in technology commercialization is desirable, but not required.
