Description

The U.S. Department of Energy (DOE) Science, Technology, and Policy (STP) Program offers students, postgraduates, and faculty the opportunity to engage in the Department’s programs, projects, and strategic initiatives. Through hands-on experience, fellows gain an understanding of the DOE’s mission, operations, and organizational culture. In this program, participants will develop meaningful insight into the federal government’s role in shaping and implementing energy technology policy while applying their scientific, technical, and policy knowledge to address challenges facing the Department. The program fosters continued engagement in areas that advance the DOE mission, in technical or policy-focused appointments.

About this Opportunity

DOE's Office of European and Eurasian Affairs, within the Office of International Affairs, provides focused technical assistance to Ukraine's energy system. With guidance from a mentor, the selected fellow will have a hands-on learning experience with U.S. government and national laboratory technical assistance to Ukraine and its surrounding region. This technical assistance covers a wide range of activities, from modeling of natural gas systems to policy analysis surrounding energy use for reindustrialization. The Fellow will have the opportunity to participate in study design and analysis; collaborate with laboratory experts, interagency stakeholders, and foreign counterparts; and observe the briefing process for senior DOE officials. The Fellow will not participate in activities or handle information requiring a security clearance, nor will they act as a representative of the U.S. government in interactions with foreign officials.

Start Date

The desired start date for the fellowship is June 1, 2026; however, this date is subject to change. 

Participant Provisions

Selected candidates will receive a stipend to offset the cost of living and other expenses during the appointment, along with a health insurance supplement. Stipend and health insurance amounts are determined by the Office of International Affairs and are based on the candidate’s academic and professional background. Additionally, selected candidates may have the opportunity to travel to conferences, workshops, training, or collaborative activities during the appointment period. A travel allowance will be provided to support these opportunities. 

Nature of the Appointment

Participants will not enter into an employee/employer relationship with ORISE, ORAU, the DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment, as outlined in the ORISE appointment letter and Terms of Appointment.

Qualifications

The candidate must have received a Bachelor’s, Master's, or Doctoral degree within the last 5 years. Applicants currently pursuing a degree must provide proof of completion of all degree requirements before the appointment start date.  If more than 5 years have passed since receipt of degree, applicant must have an academic background and experience in a relevant field and must be seeking to gain new knowledge/experience in order to expand career opportunities or advance professionally.  

The ideal candidate will have completed a master’s or other advanced degree. Due to the broad range of technical assistance and collaboration opportunities within this fellowship, a wide range of educational backgrounds will be considered. However, applicants should have demonstrated interest in energy policy and/or international relations and the ability to understand and evaluate technical material on energy systems.

  • One Recommendation - Applicants are required to provide contact information for one recommender to submit the application. You are encouraged to request a recommendation from professionals who can speak to your abilities and potential for success, as well as your scientific capabilities and personal characteristics. Recommenders will be asked to complete a recommendation in Zintellect. Recommendation requests must be sent through the Zintellect application system. Letters of recommendation submitted via email will not be accepted.

All documents must be submitted via Zintellect in order to be considered and must be in English or include an official English translation. Submitted documents must have all social security numbers, student identification numbers, and/or dates of birth removed (blanked out, blackened out, made illegible, etc.) prior to uploading into the application system.
