The U.S. Department of Energy (DOE) Science, Technology and Policy (STP) Program is designed to provide opportunities for postgraduates to participate in programs, projects, and activities at the Office of International Affairs. Fellows will receive hands-on experience that provides an understanding of the mission, operations, and culture of DOE. As a result, fellows will gain deep insight into the federal government's role in the creation and implementation of global energy policies; apply their scientific and technical knowledge to the development of solutions to issues of importance to the DOE, and continue their education and involvement in areas that support the DOE mission. The DOE Office of International Affairs is seeking ORISE fellows to support its mission. 

About the Office of International Affairs

As the Department’s lead on international energy issues, the Office of International Affairs is responsible for: (1)  directing diplomatic outreach, (2) leading multilateral energy negotiations -- including in ministerial-level energy tracks in the G7, G20, APEC where the Secretary of Energy represents the U.S  --  and (3) developing energy policies to advance the administration’s global climate, economic, and security goals through cooperative platforms like the International Energy Agency, the Clean Energy Ministerial, and Mission Innovation.

The Office has primary responsibility for analysis, risk assessment, and formation of response measures with other parts of the U.S. government to address international energy conflicts and opportunities that have a direct impact on research, development, utilization, supply, and conservation of energy affecting the United States.   

What Will I Be Doing?

Fellows will be able to utilize their experience, knowledge, and education to contribute to the Office of International Affairs' (IA) implementation of energy and climate-focused technology, policy, and regulatory engagement with major emerging economies all over the world, in collaboration with the Department of Energy (DOE), our National Labs, the State Department, and other government agencies. 

Uniquely, this fellowship will be in the IA front office, which oversees all of IA’s activities and gives fellows a bird’s eye view of the full scope of IA’s efforts.  The fellow will participate in support of the Principal Deputy Assistant Secretary. 

Every day will be different and will include participating in support of bilateral meetings, where fellows will hear directly from senior foreign officials and corporates on the challenges and opportunities for clean energy collaboration.  Fellows will have the opportunity to conduct research that informs policy and program development, learn to draft memos for senior U.S. government leaders, identify and assess policy options, and help build coalitions and collaborate with partners to mobilize resources that lead to real-world change.   

Fellows will also contribute to a rapid response technical assistance fund designed to provide demand-drive assistance to a small number of major emitters to establish, and achieve, more ambitious climate targets.  This type of targeted assistance helps partner countries overcome hurdles to the energy transition and strengthens our bilateral relationships. Past, similar approaches to bilateral support were critical to securing ambitious climate country commitments, and even more critical now to limit the devastating impact of global warming on the United States and the world.   

Participant Benefits

As a participant, fellows will receive a monthly stipend.  Stipends are based on the participant's academic standing, discipline, experience, and research facility location, and are determined by IA.  Other items may include an allowance for education and/or scientific activities, and/or a supplemental stipend to offset the cost of health insurance, as approved by IA.  Participants are required to have health insurance for the duration of their appointment and are eligible to purchase health insurance plans offered through ORISE

Appointment Length

Appointments are initially for one year and may be extended annually (up to four additional years) upon recommendation of IA, and contingent upon project needs and funding availability.

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment

Applicants must have received their Bachelor’s, Master's, or Doctoral degree within the last 5 years, or be currently pursuing their degree and will have completed all degree requirements by the desired start date. Applicants currently pursuing a degree must provide proof of completion of all degree requirements before the appointment start date.  If it has been more than 5 years since the receipt of the degree, to be considered the applicant must have an academic background and experience in a relevant field and must be seeking to gain new knowledge/experience in order to expand career opportunities or to advance professionally. 

We are looking for candidates that take initiative, are focused on results rather than activities, participate well in teams and independently, and can contribute to the ambition of the IA team. You will walk away from your fellowship knowing how to drive impact in a fast-paced environment, quickly learning and applying new skills and knowledge that make you marketable in any environment. The ideal candidate would have a background in international relations and energy policy, including one or more of the following areas: 

• Energy technology development and deployment 

• Climate change mitigation and adaption 

• Energy security issues 

• Energy markets 

• International Relations 

• Global Energy Policy 

Preferred skills include: 

• Experience and knowledge of climate, economic and energy policy as well as current geopolitical energy issues 

• Strong analytical, research and communication (oral and written) skills 

• Interest in being part of a multi-disciplinary, fast-paced environment, focused on the intersections of energy technology and policy
