The U. S. Department of Energy (DOE), Office of Energy Justice Policy and Analysis (OEJ), Science, Technology and Policy (STP) Fellowship Program is seeking to develop the future leaders in an equitable and justice energy future. DOE OEJ STP appointments provide an opportunity to participate in policy-related projects at DOE's Office of Economic Impact and Diversity (ED) Office of Energy Justice Policy and Analysis in Washington, DC.
As an ORISE participant, you will gain insight into the federal government's role in the creation and implementation of policies that will affect energy technology development; contribute to the implementation of energy policies by applying scientific and technical expertise to the development of solutions to issues of importance to the DOE; and continue your education and involvement in areas that support the DOE mission either in a technical or policy-related role. You will become part of a group of highly-trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future.
About the Office of Energy Justice Policy and Analysis
The OEJ’s mission is to implement research, evaluation, and technical assistance DOE-wide and throughout Federal energy policy to advance racial and ethnic equity and support underserved and disadvantaged communities and individuals. The OEJ Team: 1) develops and implements a DOE-wide research agenda that includes the identification of the socio-economic and environmental effects of DOE and state-level energy programs, policies, and regulations on minority communities and for disadvantaged individuals; 2) works with the Energy Information Administration (EIA) on research and data collection to assess energy burdens and determine the effects of programs, policies, and regulations on minority communities and for disadvantaged individuals; 3) develops and implements policy review and technical assistance efforts that include collaboration with DOE program offices to develop programs that accelerate the adoption of clean energy innovation and technologies in minority communities and for disadvantaged individuals; 4) develops and implements policy and technical assistance efforts that include collaboration with DOE program offices to develop programs to reduce and eliminate adverse energy burden in minority communities and for disadvantaged individuals; 5) coordinates inter- and intra-agency Justice 40 Initiative implementation and evaluation pursuant to EO 14008; 6) develops, updates, and maintains the Energy Justice Dashboard to better understand how DOE’s funding and investments are distributed to minority communities and for disadvantaged individuals; and 7) develops, implements, and maintains strategic partnerships and stakeholder engagement to facilitate DOE-wide energy justice research, development, and demonstration activities in minority communities and for disadvantaged individuals.

Participants will receive a stipend to be determined by the Office of Economic Impact and Diversity. Stipends are typically based on the participant's academic standing, discipline, and experience. The Office of Economic Impact and Diversity may authorize a supplemental stipend to offset the costs of health insurance. Participants are eligible to purchase health insurance plans offered through ORISE. Participants may receive an allowance for education and/or scientific activities as approved by the Office of Economic Impact and Diversity.
Nature of the Appointment
The participant will not enter into an employee/employer relationship with ORISE, ORAU, the DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.
