Description

The U.S. Department of Energy (DOE) Science, Technology and Policy Program (STP)  is designed to provide opportunities to participate in programs, projects, and activities at the Office of Cybersecurity, Energy Security, and Emergency Response (CESER).  The DOE STP provides an opportunity for highly talented scientists and engineers to participate in policy-related to CESER projects in Washington, D.C.

CESER addresses the emerging threats of tomorrow while protecting the reliable flow of energy to Americans today by enhancing the security of U.S. critical energy infrastructure. CESER believes the best way to address both cyber and physical threats to our nation’s infrastructure is through strong, collaborative partnerships with a broad array of stakeholders, including all levels of government, private industry, academia, and states, local governments, tribes, and territories. 

CESER works with many energy stakeholders to support energy security planning and emergency preparedness leading to a more resilient energy sector that can mitigate, withstand, respond to, and recover rapidly from energy disruptions, regardless of cause. CESER’s State, Local, Tribal and Territorial (SLTT) Team supports governors’ advisors, state energy offices, public utility commissions, state legislators, emergency managers, and public power utilities through association partnerships and direct coordination. 

CESER’s SLTT Team is also excited to advance DOE’s priorities – including combating the climate crisis, creating clean energy jobs, and promoting equity in energy. CESER's SLTT Team is seeking an individual to conduct research, develop resources, and share information related to energy resilience funding as well as other topics.

As a participant on the program, you will be assigned to a policy-related project and will be mentored by senior CESER staff.  You will be embedded in CESER, while researching and developing resources to enhance state, local, tribal and territorial government energy security and resilience. You will learn skills and participate in activities critical to CESER's mission and become part of CESER's SLTT Team. Additionally, you will collaborate with CESER staff and with a variety of other Federal agencies, and interact directly with state energy officials and the associations that support them.  More specifically, you will learn about and engage in the following activities:

  • Focus on Federal Emergency Management Agency’s (FEMA) Building Resilient Infrastructure and Communities (BRIC) Grant Program. Track 2020 awardee energy project progression and how the funding works, attend educational events, review application requirements, and document challenges and opportunities.
  • Participate in DOE working groups and share awareness of CESER’s resilience efforts across various DOE offices.
  • Analyze recent state local, tribal and territorial government energy plans, document process flows, evaluate streamlining options and provide recommendations.
  • Design materials, such as user-friendly guides and templates for stakeholders.
  • Draft, edit and format documents and presentation materials.
  • Collaborate with others to develop resources and support continuous process improvement.
  • Research and develop tools to problem solve other issues identified by CESER.
  • Communicate key facts and analysis to senior leadership and stakeholders.

Participant Benefits

Participants will receive a stipend to be determined by CESER. Stipends are typically based on the participant's academic and professional background.. CESER may authorize a stipend increase to offset the costs of health insurance. Participants are eligible to purchase the family or individual health insurance plan offered through ORISE.  Participants will receive a travel allowance to cover expenses related to travel and professional development  activities as approved by CESER.

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency.  Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment.

Qualifications

Participants must have received their M.S. degree within the last 5 years. Appointments will be awarded to applicants based on academic level and experience.

Preferred candidates will:

  • Have a strong academic background and knowledge in an energy-related field.
  • Enjoy collaborating in a multi-disciplinary environment
  • Have experience working with local or state governments is desired but not required.
  • Familiarity with FEMA grant programs is desired but not required.
  • Have a strong analytical, research and communication (oral and written) skills and demonstrated capacity for creative thinking.
  • Have superior academic performance.
  • Have experience engaging with groups to arrive at solutions to complex problems.
  • Have the ability to take initiative on individual projects, and willingness to work collaboratively.
  • Proficiency in MS Office (including Word, Excel, PowerPoint, Outlook)

Selected candidate may be required to provide proof of completion of the degree before the appointment can start.
