The Energy Efficiency and Renewable Energy (EERE) Science, Technology and Policy (STP) Program serves as a next step in the educational and professional development of scientists and engineers by providing opportunities to participate in policy-related projects at DOE's Office of Energy Efficiency and Renewable Energy in Washington, D.C. Participants will become part of a group of highly-trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future.
As a participant, you will learn how the Water Power Technologies Offices (WPTO) carries out its mission to support and fund research, development, demonstration, and commercial activities to advance marine energy and hydropower technology development. The WPTO is looking for individuals to gain hands-on experience by applying their knowledge within specific fields of expertise aligned with the Office's mission areas. The participant will be placed with the Strategic Innovation and Outreach team within the Water Power Technologies Office, working closely with the Marine Energy and Hydropower teams. A significant focus of the Strategic Innovation and Outreach team is to develop and implement strategies to enable the commercialization of marine energy and hydropower technologies, investigate and deploy innovative financing mechanisms to facilitate technology development, and support the water power innovation ecosystem.
The areas of professional development a fellow may participate in include:
• Learning to engage in a dynamic team setting to understand key market, technical, regulatory, and other policy barriers towards Marine Energy and Hydropower commercialization;
• Participating in the development of blue economy and water power innovation ecosystem, including engaging with incubators and accelerators;
• Participating in the development and execution of support and assistance mechanisms related to water power commercialization for developers and academic researchers;
• Learning to develop comprehensive strategies in parallel with ongoing and future funding mechanisms for Marine Energy and Hydropower;
• Interacting with industry, private sector investors, and other federal agencies to understand pathways to private sector partnership for Marine Energy and Hydropower technology deployment and commercialization;
• Participating in activities to make funding opportunities more inclusive and equitable, including engaging with underrepresented and disadvantaged communities, and developing relevant public-private partnerships.
• Participating in activities to seed innovative new research, development, and commercialization concepts at the National Labs and academic institutions, and in supporting follow-on activities related to these concepts.
Selected participants will receive a stipend as support for their living and other expenses during this appointment. Stipend rates are determined by EERE officials and are based on the candidate’s academic and professional background. Relocation expenses, not to exceed $5,000, incurred in relocating from the participant's current address to Washington, D.C. (if more than 50 miles from the address shown on the application), may be reimbursed. Participants will receive a travel allowance of $10,000 per appointment year to cover travel-related expenses to scientific and professional development activities.

Nature of Appointment
The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment.

• Extensive experience (3+ years) as a professional or academic in an engineering or scientific discipline (biology, oceanography, marine sciences, environmental sciences, etc.)
• Understanding of advanced concepts, principles, and practices of energy efficiency and renewable energy systems and technologies in the assigned program area.
• Knowledge of energy technologies in order to recognize realistic opportunities for renewable energy efficiency or alternative energy technologies based on practical considerations and cost/benefit potentials.
• Knowledge of the Energy Policy Act of 1992; National Energy Conservation Policy Act; Title IV, Part B of the Energy Conservation and Production Act; Energy Policy and Conservation Act; Energy Security Act; and the DOE Financial Assistance Regulations.
• Knowledge of policy analysis and evaluation.
• Knowledge of the principles, methods, practices and techniques of marketing and communication.
• Knowledge of Federal and departmental goals, policy, programs, projects, and efforts related to assigned program areas.
• Ability to communicate effectively with individuals and groups at all levels, both orally and in writing.
