As a participant, you will learn how the Water Power Technologies Offices (WPTO) carries out its mission to conduct early stage research and development to advance marine energy and hydropower technology development. The WPTO is looking for individuals to gain hands-on experience by applying their knowledge within specific fields of expertise aligned with the Office's mission areas. You will be placed with the Marine Energy or Hydropower teams within the Water Power Technologies Office, which functions to facilitate the development and deployment of these technologies in an environmentally-sound and cost-effective way through focused research and development, stakeholder collaboration, and funding opportunities to overcome technology and deployment barriers.

The areas of professional development a fellow may participate in include:

• Learning to engage in a dynamic team setting to understand key technological, ecological, regulatory and socio-economic issues and best practices for environmentally sustainable Marine Energy and Hydropower development;
• Researching and providing analysis of policies that support DOE’s work under Executive Order 13840 on Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States
• Participating in the development of recommendations for addressing barriers to testing and deployment of Marine Hydrokinetic devices and new hydropower technologies and learning how to work with regulatory agencies to help address data needs and perceptions of risk that lead to permitting challenges for new technologies and new hydropower development;
• Learning how to assess proposed legislation for relevance to marine renewable energy and hydropower development;
• Interacting with industry, and environmental groups, and other federal agencies to understand how these groups determine their highest priorities for future research;
• Observing, interacting with, and analyzing activities of the DOE-led Federal Offshore Renewable Energy Working Group.”
• Observing, interacting with, and analyzing activities of the DOE-led Federal Inland Hydropower Working Group and Topic Area teams under the Federal Memorandum of Understanding for Hydropower.

Participant Benefits

You will receive a stipend as support for living and other expenses during this appointment. Stipend rates are determined by EERE officials and are based on the candidate’s academic and professional background. Relocation expenses, not to exceed $5,000, incurred in relocating from the participant's current address to Washington, D.C. (if more than 50 miles from the address shown on the application), may be reimbursed. You will receive a travel allowance of $10,000 per appointment year to cover travel-related expenses to scientific and professional development activities.

Preferred skills include:

• Extensive experience (3+ years) as a professional or academic in an engineering or scientific discipline (biology, oceanography, marine sciences, environmental sciences, etc.)
• Understanding of advanced concepts, principles, and practices of energy efficiency and renewable energy systems and technologies in the assigned program area.
• Expert knowledge of energy technologies in order to recognize realistic opportunities for renewable energy efficiency or alternative energy technologies based on practical considerations and cost/benefit potentials.
• Extensive knowledge of the Energy Policy Act of 1992; National Energy Conservation Policy Act; Title IV, Part B of the Energy Conservation and Production Act; Energy Policy and Conservation Act; Energy Security Act; and the DOE Financial Assistance Regulations.
• Knowledge of policy analysis and evaluation.
• Knowledge of the principles, methods, practices and techniques of marketing and communication.
• Knowledge of Federal and departmental goals, policy, programs, projects, and efforts related to assigned program areas.
• Ability to communicate effectively with individuals and groups at all levels, both orally and in writing.

Preferred candidate will have Doctorate or Master's degree for more than 3 years in an energy-relevant field of science, engineering or other highly quantitative field such as economics. If more than five years since receipt of graduate degree, applicant must have at least three years of post-degree experience in a technical or research position in a field related to energy innovation.
