The Energy Efficiency and Renewable Energy (EERE) Science, Technology and Policy (STP) Fellowships serve as a next step in the educational and professional development of scientists and engineers by providing opportunities to participate in policy-related projects at DOE's Office of Energy Efficiency and Renewable Energy in Washington, D.C. Participants will become part of a group of highly-trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future.
ORISE is continuing normal program operations during the COVID-19 pandemic. This opportunity will be offered as long as the Department of Energy Headquarters is able to complete the onboarding process and ensure a meaningful experience to participants. The purpose of the participant's engagement in the opportunity is to research, identify and evaluate policies and best practices in state and local governments, utilities and public utility commissions that can be shared with and adopted by grantees and stakeholders of OWIP’s energy efficiency and renewable initiatives. A substantial component of this role is prioritizing and accelerating the adoption of policies and practices that transform markets targeted by OWIP’s programs. Market transformation encompasses the wide variety of activities that encourage the mass acceptance and adoption of the technologies that are the outcome of DOE research and development activities related to energy efficiency and renewable energy. Participants will receive hands-on experience that compliments the participant's educational and professional background and helps them to gain knowledge in areas related to the Program's mission.
The duties and responsibilities of a participant are to learn and develop in fields specific to the offices they are engaged with, including:
• Research, and documenting the state and local government and utility and public utility commission policies and best practices to enhance OWIP’s market transformation goals.
• Coordinating with marketing and communications staff to communicate the policies and best practices to grantees, policymakers and stakeholders who are positioned to take action on them, or support their adoption.
• Compiling and evaluating analytical and informational materials, preparing briefings and presentations, and managing key stakeholder interactions.
• Assessing the cost effectiveness of energy policies and market transformation activities to determine feasibility.
• Communicating and coordinating data, information and lessons-learned with other DOE offices, other Federal agencies, State and local governments, and public and private interest groups’ that are also conducting work on best practices or policies related to the program
• Research, identify and communicate Project Management best practices
Participant Benefits
Selected candidates will receive a stipend as support for their living and other expenses during this appointment. Stipend rates are determined by EERE officials and are based on the candidate’s academic and professional background. Relocation expenses, not to exceed $5,000, incurred in relocating from the participant's current address to Washington, D.C. (if more than 50 miles from the address shown on the application), may be reimbursed. Fellows will receive a travel allowance of $10,000 per Fellowship year to cover travel-related expenses to scientific and professional development activities.
