The Energy Efficiency and Renewable Energy (EERE) Science, Technology and Policy (STP) Program serves as a next step in the educational and professional development of scientists and engineers by providing opportunities to participate in policy-related projects at DOE's Office of Energy Efficiency and Renewable Energy in Washington, D.C.  Participants will become part of a group of highly-trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future.

ORISE is continuing normal program operations during the COVID-19 pandemic. This opportunity will be offered as long as the Hosting Faculty is able to complete the onboarding process and ensure a meaningful experience to participants. The Building Technologies Office (BTO) within DOE’s Office of Energy Efficiency and Renewable Energy is leading a network of national laboratory, university, small business, and industry partners to develop innovative, cost effective energy saving solutions for U.S. buildings, which together are the single largest energy-consuming sector in the nation.  BTO focuses on accelerating the pace of innovation in technologies for both existing buildings and new construction. BTO engages with hundreds of internal and external partners in planning and executing its diverse portfolio and breaking down market barriers to achieve national energy goals. As an ORISE participant, you will collaborate with the Energy Efficiency Analyst in DOE’s Building Technologies Office and will be engaged in providing insightful analysis that informs BTO decision making and communications.

You will learn how to:

  • Conduct research on relevant topics to building energy efficiency including international, national and local policies, market barriers, and technologies.
  • Provide timely support to BTO staff and leadership.
  • Engage with BTO team members to ensure that analyses meet stakeholder needs and furthers BTO’s mission.
  • Understand and communicate the results from BTO’s suite of analytical tools on program performance and BTO’s progress towards achieving its goals.
  • Support strategic planning and program/project management for the Building Technologies Office.

Participant Benefits

Selected participants will receive a stipend as support for their living and other expenses during this appointment. Stipend rates are determined by EERE officials and are based on the candidate’s academic and professional background. Relocation expenses, not to exceed $5,000, incurred in relocating from the participant's current address to Washington, D.C. (if more than 50 miles from the address shown on the application), may be reimbursed. Participants will receive a travel allowance of $10,000 per appointment year to cover travel-related expenses to scientific and professional development activities.

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency.  Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment.

Qualifications

Preferred skills include:

  • Experience with energy efficiency in residential and commercial buildings, such as energy efficiency project or program management, or building systems design or management
  • Experience with policy analysis including cost-benefit and break even analysis
  • Experience developing and using program planning aids such as logic models
  • Experience developing or using software related to building energy efficiency such as building energy modeling tools or national energy policy assessment tools.
