An opportunity is currently available with the Behavioral and Clinical Surveillance Branch (BCSB) of the Division of HIV/AIDS Prevention (DHAP), within the National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.

This fellowship offers the opportunity to be involved in a high-priority, high-impact issue in domestic HIV surveillance. With 23 participating metropolitan project areas throughout the United States, the National HIV Behavioral Surveillance (NHBS) system collects and reports data on three populations at increased risk for HIV infection: men who have sex with men, persons who inject drugs and heterosexually active persons at increased risk for HIV in the United States. NHBS data are used to monitor issues affecting these populations, which include describing racial disparities, reporting HIV prevalence and awareness, exploring the prevalence HIV-related risk behaviors, such as drug use and sex, and examining access to HIV testing, care and prevention. NHBS collects data through personal interviews and HIV testing and is the only national source of data on HIV-negative members of high-risk populations. Experience through this fellowship will focus on the analysis and management of data collected using various sampling methodologies, including Respondent Driven Sampling (RDS) and time-space, venue-based sampling (VBS).

Under the guidance of a mentor, the participant will be involved in the following:

  • Analysis and management of data collected using various methodologies, including RDS and VBS methods
  • Management and development of data documentation, reports, analysis and questionnaire data quality for NHBS, which incorporates the use RDS and VBS methods
  • Contribute to writing SAS programs to conduct data analyses and manage data
  • Evaluating modifications to RDS methods (e.g. differential coupon distribution) and VBS methods
  • Participate in the development and management of analysis guides, data documentation and data management procedures for a national surveillance program
  • Research technical issues that arise from data collection and management processes
  • Participate in providing training to health department staff related to these documents and other data-related issues
  • Track data management and analysis processes
  • Participate in data analysis and dissemination using surveillance data including co-authoring a surveillance report and peer-reviewed journal articles
  • Contribute to conducting end-user testing on Questionnaire Development System (QDS) coded questionnaire

Anticipated Appointment Start Date: January 7, 2020

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and CDC. The initial appointment can be up to one year, but may be renewed upon recommendation of CDC contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at CDC in the Atlanta, Georgia, area. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits.

Qualifications

The qualified candidate should have received a master's or doctoral degree in one of the relevant fields.  Degree must have been received within five years of the appointment start date.

Preferred skills:

  • Experience using statistical software (SAS preferred)
  • Strong writing and communication skills
  • Knowledge of HIV prevention and infectious disease
