CDC Office and LocationA research opportunity is currently available with the Comprehensive Cancer Control Branch, Division of Cancer Prevention and Control (DCPC), within the National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.

The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same.

Research Project: The selected participant will be involved with the Comprehensive Cancer Control Branch's (CCCB) Program Evaluation and Partnership Team by supporting the team's efforts to evaluate the branch's cooperative agreements, build evaluation capacity among its funded awardees and key stakeholders, support evaluation through the development of data systems, and assess collaborative efforts implemented through the Comprehensive Cancer Control Partnership.

The participant will collaborate with team members and have the opportunity to be involved in various activities including:

  • develop and implement evaluation of the cooperative agreements administered by the Comprehensive Cancer Control Branch. Activities include assistance with the development of an evaluation plan, data collection instruments, and analysis schema, as well as, interpreting and reporting of evaluation results.
  • collect, analyze, and report of awardee performance measurement data.
  • develop systems to monitor and collect program data and establish a system to maintain data quality and accuracy.
  • develop resources and trainings designed to build the evaluation capacity of CCCB staff and awardees.
  • develop and implement evaluations that assess collaborative efforts of the Comprehensive Cancer Control National Partnership.  Activities include collaborating with stakeholders to develop an evaluation plan, identifying appropriate data collection methodology, developing instruments, analyzing data, and reporting data with recommendations.
  • disseminate evaluation findings through the creation of technical reports, oral presentations, briefs, and peer-reviewed manuscripts

Learning Objectives: The participant will be able to understand, explain, and apply program evaluation concepts. Specifically, the fellow will: 1) Apply knowledge of program evaluation frameworks to develop and implement a utilization-focused evaluation of public health programs, 2) Use mixed methods (quantitative and qualitative methodology) to conduct research and evaluation, and 3) Communicate and share program evaluation findings through technical reports, formal presentations, and peer-reviewed manuscripts

Anticipated Appointment Start Date: As soon as a qualified candidate is identified.  Start date is flexible and will depend on a variety of factors.

Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of CDC and is contingent on the availability of funds.

Level of Participation: The appointment is full-time.

Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and CDC. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

Qualifications

The qualified candidate should have received a master's or doctoral (preferred) degree in one of the relevant fields. Degree must have been received within five years of the appointment start date.

Preferred skills:

  • Educational background in which program evaluation and/or statistical analysis was part of the curriculum
  • Strong oral and written communication skills
  • Knowledge of concepts and theories related to program evaluation design and implementation
  • Experience in developing, implementing, and monitoring performance evaluation and tracking systems; evaluating and analyzing data collection and utilizing methods and quality control
  • Qualitative and/or quantitative methods to review, evaluate, and improve public health program operations
  • Proficient in Excel, SPSS, Stata, SAS, or other appropriate software that can be used for data analysis
  • Proficient in NVivo or other qualitative data software
  • Proficient in MS Access
