A fellowship opportunity is currently available in the Division of Health Informatics and Surveillance (DHIS), Center for Surveillance, Epidemiology, and Laboratory Services (CSELS), at the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.
The Health Information Systems (HIS) Capacity section of the Epidemiology and Laboratory Capacity (ELC) cooperative agreement provides funding to 64 jurisdictions. Funding supports three major strategies: enhance health information systems workforce; advance electronic information exchange; and sustain or enhance integrated health information surveillance systems. Efforts focus on advancing electronic laboratory reporting (ELR) to public health departments; implementing Health Level Seven International (HL7) case notification sent to the Notifiable Diseases Surveillance System (NNDSS); and support for flexible information technology (IT) personnel and health information systems infrastructure to advance standards-based electronic data exchange, increase information systems interoperability, and sustain and enhance integrated surveillance information systems. Efforts to advance electronic information exchange will expand to include preparation for electronic case reporting (eCR) and case transfers.
Support for ELC HIS activities is needed in three broad areas: ELC HIS implementation support and monitoring; administration and organization of the SAS licenses for ELC grantees; and logistical support for ELC HIS related activities. This participant will assist with the planning, design, development and maintenance of ELC HIS documents, trainings, and educational materials and resources to support ELC HIS activities.
NMI is composed of three key areas: development of new Message Mapping Guides (MMGs) for Health Level Seven International (HL7) case notifications to National Notifiable Diseases Surveillance System (NNDSS); development of the Message Validation, Processing, and Provisioning System; and provision of technical assistance to public health jurisdictions to implement the new MMGs. Currently, most jurisdictions do not have sufficient expertise to develop and implement new HL7 case notification messages. CDC is partnering with the Association of Public Health Laboratories (APHL) to provide technical assistance (TA) to implement the HL7 case notification messages. This includes direct assistance; and support of training efforts in the form of webinars, online technical guides, and other training materials to support implementation for all jurisdictions. APHL is working with a select number of states to test the pilot MMG and develop tools and materials to be used by all jurisdictions. Once the MMGs are finalized, ELC HIS jurisdictions may request TA to assist with implementation and onboarding of the guides.
Support for NMI TA will be for activities identified by the Technical Assistance Implementation Workgroup; Communication and Training Workgroup; eSHARE and Onboarding Workgroup; and the Evaluation Workgroup. This research participant will review and develop training materials identified by workgroups, and assist in planning, coordination, and maintenance of NMI TA documents, providing support during trainings, and educational materials and resources to support NMI TA products and activities.
The research participant may be involved in the following activities:
ELC HIS quarterly conference calls with 64 public health departments
- Participating in the ELC HIS Monitoring Support and Implementing quarterly conference calls
- Providing consistent information and updates on NMI
- Answering questions on Message Mapping Guides (MMGs) implementing key activities
- Providing support for calls when a member of the EDX team is not available
- Entering meeting information into the tracking and monitoring database
- Briefing Project Officer on grantee’s questions and issues that require follow-up and additional information
ELC HIS Cooperative Agreement technical review
- Updating technical review instructions and information and place on ELC SharePoint site
- Contacting and briefing technical reviewers on all updates, SharePoint site location, meeting logistics
- Developing and distributing technical review activities and instructions
- Monitoring technical review progress and contacting reviewers who are pending completion of their review
- Summarizing technical review information and posting onto the ELC SharePoint site
This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and CDC. The initial appointment is for four years, but may be renewed upon recommendation of CDC contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at CDC in the Atlanta, Georgia, area. Participants do not become employees of CDC or the program administrator, and there are no fringe benefits paid.
- Master's degree in public health or related field earned within the past five years.
