CDC Office and Location: The Office of Emergency Management (OEM) at the Agency for Toxic Substances and Disease Registry (ATSDR) within the Centers for Disease Control and Prevention (CDC) located in Atlanta, Georgia is seeking a public health fellow to participate in the development of two emergency preparedness projects.

The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same. CDC increases the health security of our nation. As the nation’s health protection agency, CDC saves lives and protects people from health threats. To accomplish its mission, CDC conducts critical science and provides health information that protects our nation against expensive and dangerous health threats, and responds when these arise.

The Agency for Toxic Substances and Disease Registry (ATSDR), based in Atlanta, Georgia, is a federal public health agency of the U.S. Department of Health and Human Services. ATSDR protects communities from harmful health effects related to exposure to natural and man-made hazardous substances. We do this by responding to environmental health emergencies; investigating emerging environmental health threats; conducting research on the health impacts of hazardous waste sites; and building capabilities of and providing actionable guidance to state and local health partners.

Research Project: The Office of Emergency Management coordinates the Center's response to natural disasters and technological emergencies.  This appointment will be engaged supporting the development of two preparedness initiatives focused on the response to hazardous chemical events.  Participation supporting other activities of the Office are possible with the approval and guidance of the mentor.  These activities may include support of response to, recovery from, and preparation for environmental health emergencies.

The fellow will receive programmatic and scientific training on practical applications related to functions of the office.  The training will include emergency management protocols and tools, researching peer review publications and technical databases, emergency response activation and disaster preparedness, and coordinating and collaborating with multiple agencies and partner organizations.  The two projects involve the development of guidance and best practices for dealing with interagency partners during high consequence, low probability events in local communities across the US.  

Learning Objectives

  • Understand the role of public health during emergencies and disasters
  • Understand the mechanisms by which CDC/ATSDR supports responses to such events.
  • Gain knowledge of how agencies and organizations work together to reduce or eliminate harm from unexpected events.
  • Develop the capability to utilize an incident management system (i.e., CDC/ATSDR's) to coordinate contributions from multiple specialties and technical skills.

Anticipated Appointment Start Date: January 9, 2023.  Start date is flexible and will depend on a variety of factors.

Appointment LengthThe appointment will initially be for one year, but may be renewed upon recommendation of CDC and is contingent on the availability of funds.

Level of ParticipationThe appointment is full-time. 

Participant StipendThe participant will receive a monthly stipend commensurate with educational level and experience.

ORISE InformationThis program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and CDC. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

The successful applicant(s) will be required to comply with Environmental, Safety and Health (ES&H) requirements of the hosting facility, including but not limited to, COVID-19 requirements (e.g. facial covering, physical distancing, testing, vaccination).

Qualifications

The qualified candidate should have received a master's or doctoral degree in one of the relevant fields, or be currently pursuing one of the degrees with completion before December 31, 2022. Degree must have been received within the past five years. 

Preferred Skills/Experience:

  • Masters in Public Health or Masters of Science in Public Health.  Focus should be on Environmental Health, Chemistry, or Toxicology. 
  • Experience responding to Emergencies is a plus.
