Research Business Transformation
U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL) seeks to win the competition to operationalize science ahead of our adversaries. Within the 21st century competition, the business of research must be of equal stature to the foundational research itself if we are to operationalize science at a speed of relevance. The Research Business Directorate’s (RBD) business competencies form the bedrock of ARL and are essential to ARL delivering on the right difference-making solutions for the future warfighter. With the recent establishment of RBD as a first in its kind organization within the Army enterprise, RBD is well positioned to set a new standard for enterprise research business excellence in the fast-paced and dynamic environment of the 21st century.
RBD is launching a new initiative for Research Business Transformation, adopting an industry best practice to ensure a dedicated, priority focus on business transformation separate from addressing the day-to-day urgent tasks. This initiative will transform how business is done on a comprehensive level, envisioning new, innovative pathways to success and implementing new authorities, policies, waivers, and tools to reduce barriers to foundational research and increase efficiency and effectiveness to operationalize science at the speed of relevance. It will proactively scout, evaluate, and integrate emerging technologies, such as AI, into business operations, collaborating with technical teams to enhance efficiency and decision-making. This fundamental shift in enterprise business operations is not merely about improving operations; it is about redefining how we work to keep pace with and outmaneuver our adversaries in a rapidly changing environment.
KEY TASKS:
- Proactively research, evaluate, and recommend integration of emerging technologies, such as AI, into business operations
- Collaborating with technical teams to enhance efficiency and decision-making by incorporating emerging technologies
- Collaborate with Data Driven Laboratory initiative and process digitization efforts to leverage data to drive decision making at multiple levels and innovate standardized and digitized processes.
- Research and analyze efforts across business competencies to identify emerging technologies, methods, authorities, policies, and waivers that reduce barriers and increase efficiency and effectiveness to operationalize science at the speed of relevance.
- Research and develop strategies to implement industry best practices, incorporating emerging technologies to improve operation efficiency and effectiveness.

ARL’s Research Business Directorate centralizes the laboratory’s business operations such as laboratory operations, strategic partnerships and plans, programs and budget synchronization, and focuses on facilitating strategic decision-making among cross-disciplinary internal and external teams.
About ARL-RAP
The Army Research Laboratory Research Associateship Program (ARL-RAP) is designed to significantly increase the involvement of creative and highly trained scientists and engineers from academia and industry in scientific and technical areas of interest and relevance to the Army. Scientists and Engineers at the CCDC Army Research Laboratory (ARL) help shape and execute the Army's program for meeting the challenge of developing technologies that will support Army forces in meeting future operational needs by pursuing scientific research and technological developments in diverse fields such as: applied mathematics, atmospheric characterization, simulation and human modeling, digital/optical signal processing, nanotechnology, material science and technology, multifunctional technology, combustion processes, propulsion and flight physics, communication and networking, and computational and information sciences.

If selected by an advisor the participant will also be required to write a research proposal to submit to the ARL-RAP review panel for :
- Research topic should relate to a specific opportunity at ARL (see Research Areas)
- The objective of the research topic should be clear and have a defined outcome
- Explain the direction you plan to pursue
- Include expected period for completing the study
- Include a brief background such as preparation and motivation for the research
- References of published efforts may be used to improve the proposal
