Description

As an Army Public Health Command (APHC) participant, you will receive hands-on experience in establishing program evaluation frameworks for and conducting evaluation activities related to programs, policies, and practices implemented within the Army and DoD. You will have an opportunity to showcase your knowledge and skills as you take part in various program evaluation projects supporting APHC’s mission.  The selected participant will be exposed to various types of evaluation efforts, including one or more projects of mutual interest to APHC and the Deputy Chief of Staff (DCS-G9), Soldier and Family Readiness Division (SFRD), whose mission is to enhance the quality of life for Soldiers and Family Members. Current assessment and program evaluation priorities of the APHC and SFRD collaboration include but are not limited to: (1) assessing implementation of a revised financial readiness training, (2) evaluating implementation and outcomes of an existing program for single Soldiers, geographic bachelors, and single parents, and (3) routine reporting on key health and quality of life indicators in the recurring Health of the Army Family report.

Under the guidance of APHC mentors you will apply existing, and gain, new knowledge and skills (e.g., literature review, program evaluation, statistics, database management) in public health prevention and evaluation approaches in an applied setting.  Opportunities will likely include, but will not be limited to review of the evidence base to inform recommendations for improved public health implementation, develop  and  refine evaluation and monitoring questions to assist Army leaders to make data informed decisions; develop  data  collection  tools;  collect,  analyze  and  report  qualitative  and/or  quantitative data; and communicate findings. In preparing you for the labor force, APHC will provide opportunities for you to regularly collaborate with project team members and occasionally collaborate with external partners of the APHC to collect, analyze, and interpret data, translate findings into actionable recommendations, and assist partners to develop plans for action informed by findings and recommendations.

What is the appointment length?

This appointment is a twelve month research appointment, with the possibility to be renewed for additional research periods. Appointments may be extended depending on funding availability, project assignment, program rules, and availability of the participant.

You will receive a stipend to be determined by  APHC. Stipends are typically based on a participant’s academic standing, discipline, experience, and research facility location. Other benefits may include the following:

About ORISE

This program, administered by Oak Ridge Associated Universities (ORAU) through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and DoD. Participants do not enter into an employee/employer relationship with ORISE, ORAU, DoD or any other office or agency. Instead, you will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.  Proof of health insurance is required for participation in this program. Qualifications

Master of Public Health or related degree required; doctoral degree preferred.

Potential participant should possess an understanding of research methodology and data collection, analysis and reporting specifically in the areas of public health, health promotion, and prevention. Experience using qualitative (e.g., NVivo) and quantitative (e.g., SPSS, SAS) software highly preferred. Candidates with fundamental knowledge of public health theory and practice and ecological prevention approaches is strongly preferred.

Desirable skills include strong attention to detail, ability to operationalize ideas into concrete actions, strong interpersonal skills and written/oral communication skills, and intermediate to advanced Microsoft Excel skills.
