Description

The U. S. Army Public Health Center (APHC) mission is to enhance Army readiness by identifying and assessing current and emerging health threats, developing and communicating public health solutions, and assuring the quality and effectiveness of the Army's Public Health Enterprise. APHC’s vision is to be a world-class provider of public health services across the Army and DOD.

Within the APHC Health Promotion and Wellness Directorate, the Public Health Assessment Division advocates, builds capacity, and provides comprehensive program evaluation services to inform evidence-driven decision making within the Army Public Health System. The Public Health Assessment Division is comprised of a multidisciplinary team of scientists, advanced public health practitioners, and program evaluators.

As an ORISE participant at APHC, you will receive hands-on experience in conducting evaluation and ongoing monitoring activities for Army Wellness Centers (AWC), a U.S. Army Medical Command initiative overseen by the Army Public Health Center. The AWCs provide standardized primary prevention programs and services designed to build, improve, and sustain healthy lifestyles and performance among Soldiers, Family Members, Retirees, and DA Civilians. You will have an opportunity to showcase your knowledge and skills as you participate in various program evaluation projects supporting APHC’s mission. Under the guidance of a Public Health Scientist mentor, you will review the evidence base related to AWC programming and services; identify evidence gaps and methods through which gaps can be filled; develop and refine evaluation and monitoring questions to be answered; support the development of data collection tools; collect, analyze, and report systematically collected quantitative data; and communicate findings to various audiences through varied dissemination methods to include oral communication, written deliverables (e.g. reports, information papers, briefing slides) and/or data visualizations.

This experience will also provide an opportunity to learn about public health prevention and evaluation approaches within the military, opportunities to apply and develop skills learned in the classroom (e.g., literature review, program evaluation, statistics, database management) within an applied setting, and experience in translating scientific findings to inspire action. In preparing you for the labor force, APHC will provide opportunities for you to support evaluation tasks along the project life cycle to assess program and service implementation and determine effectiveness and impact. The participant will regularly collaborate with project team members to scope relevant studies, conduct data-related tasks (collection, analysis, and interpretation), and translate study findings into actionable recommendations and occasionally collaborate with external partners of the APHC to collect data and apply study findings and recommendations.

Appointment Length

This appointment is a twelve month research appointment, with the possibility to be renewed for additional research periods. Appointments may be extended depending on funding availability, project assignment, program rules, and availability of the participant.

Participant Benefits

Participants will receive a stipend to be determined by APHC. Stipends are typically based on the participant’s academic standing, discipline, experience, and research facility location.  Other benefits may include the following:

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOD, or any other office or agency.  Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

Additional Information

While participants will not enter into an employment relationship with DOD or any other agency, this opportunity will require a suitability investigation/background investigation. Any offer made is considered tentative pending favorable outcome of the investigation.

Qualifications

Master of Public Health or related degree required; doctoral degree preferred. Participants slated to receive their degrees within 3 months of application will be considered.

Potential participant should have a strong background in research methodology and design within public health or the social sciences in addition to experience in developing and managing surveys and analyzing, interpreting, and reporting survey findings.  Experience using and proficiency with generating code in quantitative statistical software (e.g., SAS, R); cleaning, transforming, and managing large datasets; and experience running and interpreting multivariate statistical analyses is required. Candidates with online survey experience and knowledge of health behavior change theory, public health, health promotion, and prevention and methods strongly preferred.

Desirable skills include strong attention to detail, ability to synthesize large amounts of information, strong interpersonal skills and written/oral communication skills, ability to communicate complex findings to multiple audiences via succinct written communications and/or visualizations, capacity to work independently once given direction, and intermediate to advanced PowerPoint skills.
