Scientific Program Analyst
ORAU has a contingent job opportunity for a Scientific Program Analyst in support of the overall functions of the Data Analytics Research Branch, within the Office of Strategic Planning, Initiative Development, and Analysis, located in Bethesda, MD. The position is contingent on award of an upcoming contract with NIAID Professional, Scientific and Technical Support Services. Salary for positions will be determined based on education and experience. Relocation support is not available for this position.

Technical Requirements:
- Independently design, analyze and evaluate scientific portfolios on a quantitative or qualitative basis that can be used to evaluate the effectiveness of programs in meeting established goals and objectives.
- Review, monitor, analyze and interpret narrative and statistical reports and program data to identify significant findings and trends.
- Interpret findings resulting from studies that are independently developed.
- Collect, format, clean, structure and enrich data for analysis and reporting.
- Develop portfolio analysis tools including the design, testing and implementation of new tools and contribute to enhancement of existing tools.
- Review and summarize scientific literature and data for a variety of reporting purposes.
- Develop metrics for monitoring and evaluating biomedical or behavioral health research programs.
- Organize and lead meetings about portfolio analysis activities as appropriate.
- Develop and update project plans that accurately reflect milestones, and resources for assigned or self-initiated projects.
- Translate complex or technical information about biomedical research to non-technical audiences.
- Communicate research results through multiple venues such as internal presentations, newsletter articles, conference presentations, project reports or scientific publications.
- Maintain knowledge of NIAID, NIH and bibliometric data, data infrastructure, and data management requirements.
- Maintain knowledge of Public Health concepts, epidemiology and statistics and computational biology and informatics.
- Foster and conduct investigations of new approaches and methods to enhance existing portfolio analysis techniques and enhance knowledge base of DARB/OSPIDA.
- Collaborate and consult with OSPIDA/DARB/NIAID and other NIH staff in support of portfolio analysis activities.
- Seek outside opinions, when appropriate, and give fair and objective evaluation of ideas to produce the highest quality work products and services.
- Assist in other analysis tasks as related to scientific coding, categorization, or similar, as requested.
- Advanced degree (M.S. or Ph.D.) in a biological, biomedical, computational or data science field.
- Minimum of two (2) years’ experience in research, science management, data science, bioinformatics, other biocomputational or related consulting field.
- Proven ability to analyze data and translate analysis into meaningful insights
- General understanding of data coding, data integrity, and statistical sampling and analysis concepts.
- Experience in R, Python or other data science tools.
- Excellent oral and written communication skills, including visual representation of data using charts and graphs and developing presentations and providing briefings to middle and senior leadership.
- Excellent critical thinking and analytical skills, including exceptional attention to detail.
- Experience with statistical methods.
- Strong interpersonal skills and an ability to work with staff at all levels.
- Familiarity with research programs/databases related to NIAID, other NIH Institutes, other Government organizations or private and non-profit institutions.
