Description

The Administration for Children and Families' (ACF) Office of Refugee Resettlement (ORR) provides care to unaccompanied children (UC) placed in their custody by the Department of Homeland Security. ORR provides a safe and appropriate environment for the children in their custody and places children with an appropriate sponsor, generally a parent or other close relative, while the child's immigration case proceeds. In Fiscal Year 2014, ORR provided care for approximately 58,000 children.

ORR is expanding capacity to utilize data modeling and other analysis to help assess and manage caseloads and inform the budget and policy decision making process regarding resources for the UC program.

Specific opportunities may include:

  • Evaluating data modeling regarding the number of children in care;
  • Developing new data tools to assist ACF/ORR in analyzing caseload dynamics;
  • Evaluating the quality and adequacy of current data reporting and formulating recommendations for data collection and analysis.

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and DHHS. The initial appointment is for one year, but may be renewed upon recommendation of DHHS contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at DHHS in the Washington, D.C., area. Participants do not become employees of DHHS or the program administrator, and there are no fringe benefits paid.

Qualifications

Masters degree or ABD in economics, public policy/public affairs, demography or related training and experience in quantitative analysis of public policies.
