Description

A fellowship opportunity is currently available with the Program and Performance Improvement (Improvement) Office, Office of the Director, National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), of the Centers for Disease Control and Prevention (CDC) in Atlanta, GA.

The Improvement Office works with colleagues in every Division and Office within NCHHSTP to evaluate and enhance the efficiency, outcomes, and impact of NCHHSTP programs, policies, and activities. This work focuses on (1) promoting high-impact prevention, (2) maximizing opportunities in health care systems, (3) enhancing program collaboration and service integration, and (4) strengthening modeling and the use of data to improve public health and health care performance.

The Improvement Office is expanding the activities around data use to improve public health and health care performance. The fellow will assist with activities to ensure data are used to monitor, evaluate and improve the efficiency, outcomes, and impact of programs, policies, and activities by collaborating with Divisions to develop routine national, state, and grantee feedback reports and assisting with data-driven reviews. In addition, the fellow will assist in ongoing efforts to monitor, evaluate, and develop targeted responses to changes in health policy and practices that present new opportunities to advance NCHHSTP priorities through health care systems.

Opportunities may include:

  • Providing support to Divisions developing progress reports to ensure that key information will be understandable by and meaningful to the range of intended user audiences, using plain language tenants and clear graphics.
  • Supporting internal partners to identify, develop and maintain Division-level fact sheets reporting on the most important measures of burden, disease projections, and effectiveness of interventions.
  • Synthesizing epidemiological, economic, effectiveness, and practice data to create intervention evidence summaries that are useful to (and can be used to engage) public and private insurers and individual health plans.
  • Generating cogent summaries that can be used to educate internal staff about critical proposed or finalized laws and regulations that affect health care policy priorities for the Center.
  • Assisting with cross-federal agency initiatives, including the HIV Health Improvement Affinity Group (a collaborative initiative launched by CDC, HRSA, and CMS).
  • Performing statistical analyses on quantitative and qualitative datasets, summarizing results, and presenting findings at meetings or conferences.
  • Conducting data analysis of large datasets using SAS or other statistical programs.

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and CDC. The initial appointment is for one year, but may be renewed upon recommendation of CDC contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at CDC in the Atlanta, Georgia, area. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits.

Qualifications

Master's degree or higher in public health, epidemiology, health policy, or related field received within five years of the start date.

Experience in evaluation, quantitative and qualitative analysis, and health policy is preferred. Familiarity with one or more of the following would be considered favorable:

1. Adolescent sexual health and school-based health service delivery
2. Prevention and treatment for HIV, STIs, viral hepatitis, and TB
