EPA Web Developer
The EPA Environmental Research and Business Support Program has an immediate opening for an EPA Web Developer with the Office of Research and Development at the EPA Research Triangle Park facility in Raleigh-Durham, North Carolina.
The Office of Research and Development at the EPA supports high-quality research to improve the scientific basis for decisions on national environmental issues and help EPA achieve its environmental goals. Research is conducted in a broad range of environmental areas by scientists in EPA laboratories and at universities across the country.
The Integrated Systems Toxicology Division (ISTD) is one of three health divisions of the National Health and Environmental Effects Research Laboratory (NHEERL) within ORD/EPA. ISTD is located on EPA’s Main Campus in Research Triangle Park, NC. The division applies a systems biology approach to describe normal biological, homeostatic processes and to identify key events that signal departure from those processes leading to adverse health outcomes. Research seeks to develop an integrated framework across health end points through the identification of toxicological pathways. This approach is accomplished by the use of computational and molecular approaches to identify "key events" for biologically based dose-response and mode-of-action-based models, the development of physiologically based pharmacokinetic models for linkage to biologically based dose-response models, and the application of genetic and epigenetic approaches for understanding differential life stage sensitivities.
The Systems Biology Branch within ISTD is seeking an individual to provide application development and programming support for ISTD’s dynamic, database-driven applications. The selected candidate will work with other members of ISTD’s software development team to create new applications as well as maintain existing code bases. Extensive training will be provided on current databases, semantic technologies and web concepts, and the existing code-base. The selected candidate will be a member of a multi-disciplinary research team and will be trained to support the design, development, programming, testing and maintenance of multiple database management systems requiring access to chemical and biology schemas that provides a foundation for all of ISTD’s programs.
User experience and user interface responsibilities will include:
- Developing, designing and documenting logical flow of application, creating task flows, end-to-end experiences, screen designs and user interface specifications,
- Developing User Testing,
- Leading the creation of storyboards, wireframes, and sitemaps,
- Participating on a team to create new and improve existing web applications, and
- Standardizing ISTD web application look and feel.
Application programming responsibilities will include:
- Creating style customization of Twitter Bootstrap and Sencha frameworks,
- Participating in Agile (Scrum) software development,
- Creating views in JavaScript, HTML and CSS,
- Participating in team code reviews, and
- Maintaining records of meetings, correspondence, and action documents, and maintain a system to track projects in progress.
Communications-related responsibilities will include:
- Participating as a member of a multi-disciplinary research team,
- Interacting with other members of the development team as well as EPA scientists, and
- Documenting code and database development efforts.
Selected candidate may be asked to present work performed as a poster at a scientific conference.
Location: This job will be located at EPA’s Research Triangle facility in Raleigh-Durham, NC.
Salary: Selected applicants will become temporary employees of ORAU and will receive an hourly wage of $20.34 for hours worked.
Travel: Occasional overnight travel may be required.
Expected Start Date: The position is full time and expected to begin March 2016. The selected applicant will be a temporary employee of ORAU working as a contractor to EPA. The initial project is through May 14, 2016, followed by up to four (4) 12-month optional periods.

Eligible applicants must:

- Have earned a Bachelor’s degree in business, communication, information science, computer science, or a closely related field from an accredited university or college within the last 24 months and
- Be a citizen of the United States of America or a Legal Permanent Resident.

Required Knowledge, Skills, Work Experience, and Education
The applicant shall:
- Have work experience or coursework in Web Design, User Experience or User Interfaces,
- Have experience using HTML, CSS, and JavaScript,
- Have proficiency with Microsoft Office applications (i.e., Excel, PowerPoint, Word, Outlook),
- Have experience developing and laying out webpages,
- Have strong written, oral and electronic communication skills.

It is desirable for the applicant to:
- Have familiarity with Twitter Bootstrap and frontend JavaScript frameworks is desired but not mandatory.
