Description

A fellowship opportunity is available at the Department of Health and Human Services (DHHS), Office of the Assistant Secretary for Health (OASH), Office of Population Affairs (OPA), located in Rockville, Maryland. The Office of Population Affairs administers the Title X family planning program and advises the Assistant Secretary for Health and the Secretary of the Department of Health and Human Services on a broad range of family planning and reproductive health issues. In addition, OPA delivers training programs for personnel working in family planning service delivery projects and sponsors research related to family planning and population issues.

The Fellow will join a multi-disciplinary team that manages a diverse portfolio of reproductive health-related research grants, training cooperative agreements, and task order contracts. The Fellow will have the opportunity to gain experience in many aspects of OPA’s initiatives and special projects, but will focus on advancing health IT infrastructure and data collection systems within the Title X health center network, and analyzing survey and panel data to improve those systems. The Fellow will also have opportunities to work across teams to gain experience in family planning service delivery, performance measurement, and health systems improvement.

The participant may have the opportunity to:

  • conduct analyses to assess the feasibility of improving the health IT infrastructure across the Title X network
  • research health IT platforms (including Electronic Health Records systems), standards, health information exchanges, and related database systems technology
  • conduct primary research and analyze national survey data on the status of health IT implementation in the Title X network
  • collaborate with colleagues at a variety of federal agencies and non-federal organizations involved in health IT improvement
  • develop communications strategies to engage diverse stakeholders (e.g., blog, Twitter)
  • conduct literature reviews, translate and disseminate research findings, and enhance web content.

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and DHHS. The initial appointment is for one year, but may be renewed upon recommendation of DHHS contingent on the availability of funds. The participant will receive a monthly stipend commensurate with education level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at OASH in the Rockville, MD area. Participants do not become employees of DHHS or the program administrator, and there are no fringe benefits paid.

Qualifications

A Master’s degree in public health, health informatics, or health communications or a related field received within the last five years. Students close to completion of a Master's degree at an accredited U.S. college or university in the aforementioned fields are also encouraged to apply. Experience in family planning or reproductive health, program monitoring and evaluation, quantitative data analysis methods or biostatistics, and qualitative data analysis methods preferred.
