CDC Office and Location: A fellowship opportunity is currently available with the HIV Surveillance Branch (HSB), in the Division of HIV Prevention (DHP) of the National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), at the Centers for Disease Control and Prevention (CDC) located in Atlanta, Georgia.

The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same.

The HIV Surveillance Branch conducts a national HIV surveillance program to characterize and monitor the HIV burden, determinants, and impact to guide public health action in the United States. 

Research Project: This fellowship offers the opportunity to be involved in high-priority, high-impact issues in domestic HIV surveillance. Our branch is recruiting a candidate that is interested in building skills while supporting the functions of our teams. The fellow will be trained in the Surveillance Program Operations Team (SPOT) under the mentorship of HIV surveillance program operations SMEs and public health analysts. Projects may include analysis, project planning, development, implementation, and evaluation. More specifically these activities will supporting state and local health departments via three work segments including (1) extramural management and (2) program planning, design & implementation, and (3) program improvement & best practices. 

These efforts will support administrative leadership to the national HIV surveillance program by conducting fiscal management, implementation guidance and process improvement activities that foster effective working relationships with internal and external partners and programs. 

Under the guidance of a mentor, research activities include:

  • Capturing essential operational data elements for visualization and integration into an HSB dashboard using PowerBi   
  • Contributing to projects that identify methods to analyze and visualize surveillance operational data in ways that resonate with intended users
  • Summarizing, consolidating, and translating findings into practical recommendations to improve HIV surveillance program operations and security and confidentiality review and validation practices in the short-term and over time
  • Synthesizing and reporting findings and recommendations in multiple formats to selected audiences (e.g., one-page reports, infographics, After-Action Reports, presentations, manuscripts for peer-review publication)

Learning Objectives

  • Learn the role of a federal agency, with focus on HIV surveillance and uses of data, in Ending the HIV Epidemic
  • Learn federal funding processes and other mechanisms required to maintain federal HIV surveillance program(s)
  • Learn the interplay of uses of HIV surveillance data to inform policy and prevention and care efforts
  • Identify common challenges in public health program operations and strategies to overcome them

Anticipated Appointment Start Date: October 3, 2022.  Start date is flexible and will depend on a variety of factors.

Appointment LengthThe appointment will initially be for one year, but may be renewed upon recommendation of CDC and is contingent on the availability of funds.

Level of ParticipationThe appointment is full-time.

Participant StipendThe participant will receive a monthly stipend commensurate with educational level and experience.

Citizenship RequirementsThis opportunity is available to U.S. citizens, Lawful Permanent Residents (LPR), and foreign nationals. ORISE InformationThis program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and CDC. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

The successful applicant(s) will be required to comply with Environmental, Safety and Health (ES&H) requirements of the hosting facility, including but not limited to, COVID-19 requirements (e.g. facial covering, physical distancing, testing, vaccination).

Qualifications

The qualified candidate should have received a master's degree in one of the relevant fields. Degree must have been received within the past five years.
